Continued Meeting
Aspen Planning & Zoning
April 19, 1973
Meeting was reconvened at 5:10 p.m. with Chairman James Adams, Charles
Collins, Bruce Gillis, Barbara Lewis, and Charles Vidal. Also present
City/County Planner Herb Bartel, Building Inspector Clayton Meyring, and
Fire Chief Willard Clapper.
Mountain Queen Subdivision- Jim Reser of Tri-Co Management discussed the
drainage problem. Stated that there would be less drainage down Monarch
Street after the subdivision development than at present. Drainage plan
is subject to approval by City Engineer. Reser is to meet with Dave
Ellis, City Engineer, for approval of the plan.
Also, Ski Corps is to re-grade the bottom of the race course which will
divert the water from the mountain.
vic Goodhard arrived.
Fire Chief Willard Clapper discussed means of fire protection. Re-
ported that with the installation of fire hydrants and with the new
access for the fire trucks he feels the minimum fire protection re-
quirements are met. The assurance that the fire access will be in-
stalled will be convered by the subdivision agreement.
Herb Bartel pointed out that the Planning & Zoning Commission is at
the preliminary subdivision plat stage and that it should check into
conditions. The following conditions were suggested to be made part of
the subdivision plat: (1) Drainage as outlined in sketch plan is ap-
proved by the City Engineering Department; (2) That the installation
of mains and hydrants and reservoir sources for fire hydrants are ap-
proved by the Fire Chief and the Building Department; (3) That a re-
taining wall be built along the south side of the 20' right-of-way
south of 700 Monarch Building and improvements be required by subdivider;
(4) That skiers easement be applied to 4% land requirement plus ad-
ditional land or cash for the difference and the cost be part of the
subdivision agreement at the final plat of the City Council; (5) That
a revised agreement be made with the City to eliminate the right-of-
way loop around the east end of 700 Monarch Building and to provide
an extension of the 20' right-of-way south of 700 Monarch Building straight
through to the Mill Street and Galena Street intersection.
Gillis moved to approve the preliminary subdivision plat with the above
conditions. Seconded by Goodhard. All in favor, motion carried.
Master Plan Amendment- City/County Planner Herb Bartel pointed out
that the Master Plan is not legally binding as is the Zoning Map. Mr.
Bartel recommended that the Commission: (1) adopt an ordinance pro-
vision for interim land use; (2) recommend to the City Council that
an Urban Design Plan be prepared and adopted for the central core
area; (3) identify uses in outlying area; (4) review procedure
for setting densities and recommending denials of building permits.
Mr. Bartel explained that the list of proper uses would be subject to
location and that individual uses would not necessarily be permitted
in every zone.
Several problems were pointed out in the discussion: (1) method to
institute the review of building permit applications in accordance
with updating the Master Plan; (2) which use limitations most agree-
able. Sandy Stuller stated that she would look into other alternatives
to enforce use limitations.

It was suggested that the Urban Design Plan include the area just north
of Main and possibly the area west of Mill Street. Uses of the out-
lying area- what the Commission sees as not being in conflict with
changes under consideration.
Commission discussed range of uses for institute property. Recommen-
dations to the Commission included: (l) Suggest present institute
master plan be adopted as a binding PUD plan for the area; further
request institute to write binding co~enants ensuring no change in
present development complexion. Requires new institutional zone district.
(2) Existing tourist/accommodation uses are not in proximity to major
activity centers or to planned public transportation; permits tourist/
accommodation sprawl. Open space desirable for institutional site.
Master plan for property not binding. Chairman Adams briefly explained
what the Institute Master Plan entailed. It was suggested that the
Institute Master Plan file be brought in for the next meeting.
Suggestions for the area east and west of Castle Creek, north of High-
way 82 included: (l) development may be limited; (2) portions may
be physically undevelopable based on flood plan study now underway
by the Corps of Engineers.
Revisions to the Master Plan concerning the west end residential
area north of Main St. included: (l) Remove tourist/accommodation
uses for ~ block area north of Main St. and blocks east of 7th and
north of Hallam. Protection of established single family use pattern;
(2) Area is not in proximity to major activity centers; should not
be subjected to tourist/accommodation sprawl. Required to meet per-
manent housing need and resident demand; furthers historic preser-
vation. The possibility of a professional building or multi-family
dwelling discussed. Commission agreed on the possibilty providing
the character of the area was maintained.
Gillis suggested the building department issue up-to-date memos on
construction to the Commission,
It was decided that further discussion on revision of Master Plan be
continued at Commission study sessions to be held on April 24th and
26th.
Meeting was adjourned at 7:25 p.m.
