Study Session to discuss with City Manager Water Line Extensions (Barnard).
Present: Chairman Robin Molny, James Breasted, James Adams, Charles
Collins, Victor Goodhard, Charles Vidal, City Manager Leon Wurl.
Map of the ultimate area to be served by the water system was shown to
the Commission. (Same area as shown in 1966) Manager Wurl stated the
main objective is to utilize all the City's water rights so that they
can be retained. There have been two modifications to the map since 1966 -
formation of wildcat Water and Sanitation and also have reduced the area
by backing up to Woody Creek. Reducing the area was based on an opinion
from the Bureau of Reclamation who feel they can serve up to Woody Creek
from Reudi Reservoir.
Cost estimates relating to the Barnard project were submitted to the
Commission. Letter from Dale Rea oulining the size of line was also sub-
mitted. Twenty-four inch line stops at the airport and from there it is
an 18" line to midway of this extension. From this.point on to the Barnard
project the line is 12" in size in anticipation of the future development
of the Woody Creek area. Proposed Barnard line would replace a line out-
lined earlier to Woody Creek following along McLain Flats Road. Barnard's
contribution to the line would be more than the construction costs. Pre-
sent backing facilities are adequate to serve this line. Manager Wurl
further pointed out the Council is also looking at a plan to divert part
of Maroon Creek rights into our present facility, at present would not be
adding to the Filter Plant facility. The line to Barnard's project would
be located mainly on County owned right-of-way. Basic opinion that will
be received as relates to water rights is, unless you put the water to
beneficial use, you lose the rights. If the Commission desires they may
contact the City's water attorney. City presently has 100 cu. ft. on
Castle; 65 cu. ft. on Maroon; 15 cu. ft. on Hunter and 6 second ft. on the
Roaring Fork River.
Manager Wurl reported he is confused as to what area the P&Z Commission
is concerned about as relates to water. City has geared their water pro-
gram based on the following criteria: (1) being ready to serve what ex-
pansion comes; (2) maintaining the water rights that we have.
In evaluating the water master plan P&Z should also analyze and take a
long look at proposed legislation. Do not feel the legislation is going
to come as fast as anticipated. Also concerned about proposed districts
being organized or formed in the City service area, and loss of control.
Manager Wurl pointed out the control does not come with water but does
with zoing. The proposed line size was determined by the zoning between
the City and Barnard which would allow for 1760 units that could be served.
Question was raised as to what is the bare minimum of performance required
to hold water rights. Manager Wurl pointed out a master plan works for
awhile, but then the courts have to see that plan being implemented. There
is no basic criteria but the water must be put to beneficial use.
Question was raised as to whether the City has contacted the County as
relates to growth and service of utilities. Manager Wurl stated this is
left up to the planning staff, do need to sit down with Metro Sanitation
and Snowmass Water and Sanitation to see what each can logically serve.
Present water customers total 1200, this figure does not reflect number
of units, but number of outlets. The 1760 figure represents the number
of units under present zoning.
It was pointed out development is occuring as it's feasible but not de-
sireable, Woody Creek is feasible since the land values are lower.

It was pointed out the 1760 figure would represent about 5 to 6,000 people.
Manager Wurl emphasized again that control does not come with water it
comes with zoning. All projects have been within the zoning.
Vidal pointed out that every time things get sticky the P&Z wants to assist.
Everything, including water, sanitation, transportation go back to the
master plan. The water master plan fits the over-all master plan, the
problem exists in that the over-all master plan has not been up-dated since
its adoption. Plus part of the plan was never adopted by the County, i.e.
zoning in the entire county. Until such time as the over-all plan is up-
dated the utility companies have no choice but to follow the plan as it
exists.
Manager Wurl stated he was upset in that this is the first time the City
has been asked to explain a water line extension to the P&Z. There are
other projects going on in-the water department that bear more on the over-
all system than this one line extension. Request to know if the P&Z wishes
to establish a policy in that they review all water line extensions.
commission agreed they did not desire to review all water line extensions,
but to review the water master plan each year to relate same to the over-
all master plan, and this can be done at the same time as reviewing the
capital improvements at budget time.
It was pointed out this proposed water line is not out of line with the
Master Plan as it now stands.
Commission agreed to hold a study session following the regular meeting
next Tuesday on capital improvements.
Breasted moved to adjourn at 7:00 p.m., seconded by Goodhard. Meeting
adjourned.
