Special Meeting
Aspen Planning & Zoning
August 29, 1972
Meeting was called to order by Chairman Robin Molny at 5:00 p.m. with James
Breasted, James Adams, Victor Goodhard, and Anthos Jordan. Also present City!
County Planner Herb Bartel.
Transportation
Study
Councilman Francis Whitaker was present and stated his con-
cerns as follows: (1) spending too much money on accommo-
dating the automobile in the City; (2) acquisition of rail-
road property is not good from a planning point of view, it
being the only C-2 zone in the City. Do not feel the City
should get into the business of buying land and leasing it
out; (3) as an alternate should consider the Thomas property
for parking. The Thomas property is a better location to
serve the City and to intercept traffic.
Mr. Adams stated he did not feel we would get the mini buses
nor the malls with parking so far out of the City. Mr.
Whitaker stated to bring cars in on Main Street and their
hitting the busiest intersection in town does not make sense.
Mr. Bartel explained he did not feel the Thomas property is
the place to park cars or for a transportation center, the
railroad property is an alternate to the airport parking.
Mr. Breasted mentioned that the goal is to keep the downtown
core concept for shopping and to put the parking so far out
would be in conflict with the downtown core concept.
william Dunaway stated the transportation plan should not be
confused with open space, people will not park out that far
at this time.
Mr. Bartel explained that the reason for one lane going east
on Main is to provide for large medians and could have two
lanes if the parking were eliminated on Main Street. To have
large medians, either have to take out a travel lane or eli-
minate parking. There would also be a mandatory turn for
south bound traffic which will help alleviate the congestion
on Main.
Mr. Jordan mentioned that people do not believe in signs and
will not park at the Thomas property. Instead they will drive
into town, find out they cannot park, and then have to turn
and to back out of town, which willdouble the traffic. Feel
the plan should be tried before making changes, the one-way
street system didn't really last long enough in order to be
evaluated.
Resolution
Barnard
Water Line
Commission reviewed the proposed resolution. See resolution
attached.
Charles Collins arrived.
Breastedmoved to adopt the Resolution as corrected. Seconded
by Jordan. All in favor, motion carried.
Transportation
Study
commission reviewed the highway proposal at the airport. Mr.
Bartel informed the Commission, the Airport Authority hopes
to have the new terminal open by November 1973. Highway in
this area would be relocated for two reasons: (1) runway
extension to the ~orth; (2) additional area that the airport
authority would have to purchase in order to expand in area.

Transportation Highway would be located in the same existing area with the
Study exception of medians and stacking.
Discussed changing Galena Street to one-way and Hopkins to
one-way as a small loop.
It was pointed out there would not be enough money to buy
the Midland right-of-way to provide for both vehicle and bus
traffic, will have to be one or the other.
Circulation
Plan
Discussed the circulation plan reviewed by Council on Monday
involving Monarch Street. Planner Bartel stated he would
like to recommend investigation of going through and connect-
ing the loop with Galena St. which would relieve congestion
on Durant Street.
Parking
Discussed the parking proposal on Durant. Chairman Molny
suggested that Rubey Park and the Hyde property be combined
for on surface parking at the present and the Hyde property
be purchased. Would save 1.7 million dollars.
Mayor Homeyer was present and stated from an esthetic point
of view would hate to see the large mass of parked cars on
the surface.
Commission request the Consultant review the following:
Galena Street loop; the change in grade on Hopkins; on sur-
face parking at Rubey Park and Hyde property; and where should
the money go that would be saved with on surface parking.
Barbara McLoughlin proposal discussed. Commission agreed it
was too expensive to be considered at this time and further
this could be accomplaished at some future date since City
owns both the park and street.
Jordan moved to adjourn at ,:00 p.m., seconded by Adams. All
in favor, meeting adjourned.
