Meeting was called to order by Vice Chairman James Breasted with Jim Adpms,
Charles Collins, Anthos Jorda'1, and with City'County Pla 'ner Herb Bprtel.

roach to Aspen
Resolution was read by the Planning & Zoning members. City
Attorney Albie Kern is addi'1? a paragraph that would make
the resolution contractoral with landowners and residual
with the City.
Various members expressed concern over the wording on de-
velopement of the total property, site plan and what this
would encompass. Mostly concerned with keepin? the traffic
circulation to a minimum around Bleeker and Monarch Streets.
The members asked for no access either pedestrian or ve-
hicular and requested that the builders of this property
be put on notice to the effect.
Anthos Jordan moved to adopt the Resolution per changes
on the wording and same to be recomended to City Council.
Seconded by James Breasted.
The commission authorized the Planner to make minor word
changes on the last page of the Resolution.
The Planni~g & Zoning Board discussed the Motio~, stipulat-
ing that what is done with developing the site must be
based on the approval of the P & Z Commission and that it
must be left subject to review. Question was raised about
the wording of facade and what this could be construded to
mean, in terms of massing. But this can be taken up i~
la ter reviews.
All in favor, motion carried. (See attached Res'Jlution)
Herb Bartel read the Ute Cemetery Resolution for the zon-
ing change to P-Park.
Charles Collins made a motion to adopt this Resolution.
Seconded by James Adams. All in favor, motior, carried.

Herb Bartel read the Freddie Fisher Park Resolution, ex-
plaining the only reason that the water tap was ~ot i~stall-
ed in the park already was because the City was waiting for
some parts, and when these parts arrived, they would be
installed, hopefully this fall.
James Breasted pointed out that in the corrected mi1utes,
the Commission has to first approve the landscaping done
by the owners before the City will agree to co~ti'ued
ma in tenance.
Charles Collins moved to adopt this Resolution. Seco~ded
by James Adams. All in favor, motion carried.
James Breasted will sign after changes are made in the
wording. (see attached Resolution)
Herb Bartel said that specific recomendations are needed
on the hi?hway approach to Aspen. The Cou~ty Plpnning &
Z~ning wants the Highway Department to re-indicate a High-
way 82 project. The City P & Z has offered no alternate
route into town. County P & Z has to start over to meet

the Federal requireme~ts on noise. This will take them
3 years to get together. Enviromental Impact Statement
has to be prepared, and the City P & Z has to make a
motion or resolution saying they want to re-ope~ this
project. Otherwise it can only be done by spot improve-
me'1ts like the airport.
Herb Bartel said that the Planni'1g & Zoning hpd to come
up with a motion or better a resolution stptinp that they
were in favor of the Highway Department to begin on the
Enviromental Impact study and design statement.
There followed a general discussion as to the various
problems the Commission members felt could arise by agree-
ing to the Enviromental Impact study. The mai~ consider-
ation bein? that there seems to be a preco~ceived notion
as to where the highway should be, which is to come first,
Enviromental Impact study, eliminating various routes, or
are they working on one certin corridor? There was a nues-
tion as to whether would be any control left to the P & Z
or did they have to accept the final design . . . a sort
of take it or leave it proposition. It will take another
three years to have the E~viromental Impact study completed
for the Highway Department and the County P & Z lost the
Federal Funding. There are various corridor routes that
again have to be studied, regardless of what the last En-
viromental study findings were. They have to show alter-
nate routes as a matter of course, the~ there will be a
corridor hearing and hopefully the P & Z will have a reco-
me~dation to give if they have an adopted Higpway Plan.
It was agreeded that there should be a motion to encourage
the Highway Department to initiateEnviromental Impact stud-
ies on Highway 82 construction project.
Anthos Jordan moved for the pl.anning & Zoning to recomend
to the City Council to re~uest that the State Highway De-
partme~t initiate a Enviromental Impact study on Highway
82 corridor. Seconded by Charles Collins. All in favor,
motion carried.
Herb Bartel called on the P & Z members to proceed with
the necessary planning.
Both Herb Bartel and James Adams stated that they are aff-
ected by the possible alignme,ts of Highway 82, a1d hpve
a conflict of interest.
There followed a general discussion as to the entrances on
Highway 82 into Aspen. Plannin? Commission wa'1ts to eval-
uate each alternitive in detail, through field i~spections
aerial photographs, etc., to determine how alignment
effects different residences.

HIGHWAY APPROACH TO ASPEN
Specific recommendations are needed on the highway approach to Aspen. The
City Planning & Zoning should evaluate alternate routes into town. The
County Planning & Zoning wants the Highway Department to re-initiate the
Highway 82 project. The Highway Department has to start over to meet
the Federal requirements on noise. Environmental Impact Stateme~t has to be
prepared, it may take up to three years just to meet all new Federal
requirements. The City P & Z should consider a motion or resolution
to re-open the highway project. Otherwise highway improvements can
only be done by spot improvements such as those being made at the air-
port.
