Jasmine Tygre, Vice-Chair, called the Special Growth Management Commission
meeting at 5:15 p.m. due to lack of a quorum.
Jasmine Tygre reopened the Special Growth Management Commission meeting
at 6:30 p.m. with Steve Buettow, Bob Blaich, Roger Hunt, Tim Mooney, Dave
Johnston, Marcella Larsen, Charlie Tarver, Doug Unfug and David Guthrie
present. Peter Martin, Steve Whipple, Sara Garton and Marta Chaikovska were
excused. City staff present were David Hoefer, Assistant City Attorney, Julie Ann
Woods, Chris Bendon, Mitch Haas and Amy Amidon, Community Development.

MINUTES
MOTION: Roger Hunt moved to approve the minutes of April 8, 1997
Growth Management Commission meeting. Tim Mooney second.
David Guthrie abstain. MOTION APPROVED 9-0.
PUBLIC HEARING:
PARKS/GOLF MAINTENANCE FACILITY EXEMPTION FOR
ESSENTIAL PUBLIC FACILITY & AFFORDABLE HOUSING
David Hoefer, Assistant City Attorney, reviewed the notice and the GMC had
jurisdiction to proceed. Chris Bendon, Staff, presented information regarding the
employee housing and maintenance facility exemption. There would not be a
cash-in-lieu payment for the employee housing mitigation with the remaining
.5936 employeesto be mitigated at Water Place Housing.
Rebecca Schickling, Parks, reiterated the completed City master plan from 1994.
In 1995 conceptual approval was granted with comments from the neighborhood
(Public Projects Review Group) adding a wash bay and employee housing
mitigation. In 1996 the Asset Planning Committee with Parks and Golf revitalized
the plans making the facility more pleasing to the eye.
No public comment.
David Guthrie asked about the references to the 1985 temporary variance.
Schickling answered the area was zoned Park with a PUD overlay with a parks
support facilities. She said the temporary nature was for relocation of this site
originally, but during 1985 there was agreement that this was the appropriate site.
Guthrie asked why the employee mitigation was needed and why banked units
were not allowed in the City. He noted that Water Place Housing was a developers

choice project and questioned if units could be mitigated there. Schickling
commented that if a Parks, Golf or City employee did not utilize the unit, then it
would be opened up for the lottery. Bendon stated the way employee mitigation
was set up may not always be appropriate on net leaseable space for Growth
Management.
MOTION: Roger Hunt moved to recommend City Council exempt
from the scoring and competition procedures the essential public
facilities and the affordable housing unit proposed at the Parks
Department offices, 585 Cemetery Lane, and recommend that City
Council approve this method of providing affordable housing with the
formula in the conditions listed in the Staff Memo dated July 15, 1997.

Guthrie commented that this was an exceptionally poor place to expand this
facility since there were other places at the Golf Course more appropriate. This is
the entrance to Aspen and should have employee housing on that spot. Hunt did
not feel that the Entrance to Aspen was an issue.
GMC Meeting adjourned at 6:58 p.m. and City P&Z resumed.
