Special Meeting Aspen Planning and Zoning July 27 , 1971 Meeting was called to order by Vice Chairman James Adams at 5:05 P. M. with Charles Collins, James Breasted and Anthos Jordan. Also present Regional Planner, Herb Bartel. Stream Margin Request - Lot 6 Red Butte Sub Stream Margin Request - Lot 6 Red Butte Subdivision ,- Commission reviewed plans of the applicant. Mr. Bartel explained he and the Building Inspector had visited the site, see no problems in approving this request. Request is for the addition of a bedroom and bath, existing house, river bank is at least 8' high at this point. Charles Vidal arrived. Breasted moved to recommend to the Building Inspector approval of this request. Seconded by Jordan. All in favor, motion carried. Collins moved to adjourn, seconded by Vidal. All in favor, meeting adjourned. Study Session Aspen Planning and Zoning July 27, 1971 Agenda: Quality Skiing Growth Policy Zoline Preliminary Plan Program for Quality Skiing Objective was submitted and reviewed by the Commission with Mr. Bartel. Suggestion was made under the goal relating to transportation that some means of transporting skiers from Little Nell to Lift No. 1 and Wagner Park might be researched. Suggestion was made that due to cross country skiing becoming more popular, that this be checked into. Discussed goal #6 as relates to creating a friendly community atmosphere and how this could be controlled or enforced. It was pointed out the main problem of this objective would be in determining what is meant by quality skiing. Program for Growth Policy Objective was submitted and reviewed by the Commiss- ion with Mr. Bartel. Mr. Bartel explained this program is written as a pro- gramed growth policy and not as the Boulder Plan which could be considered as a strict growth policy including a maximum of population. Suggestion was made as relates to employee housing that specific zones be investigated in addition to employee housing for large projects. Perhaps all projects should include employee housing in order to obtain integrated housing. Mr. Joseph Zoline and architect Bob Sterling were present to review iwth the Commission preliminary plans of Mr. Zoline's property located west of the present golf course and including approximately 80 acres. Mr. Zoline stated he would rather have his land in the City, felt this land logically belongs in the City. Mr. Zoline stated he would agree to the following: Annexation with R-PC zoning. Annexation with R-30 zoning. On open space it would be understood at the time of annexation, that this would be permanently dedicated as Open Space. Willing to enter into a 20 year lease with the City under which the City may at anytime within the 20 years, if they so desired, could construct a golf course, lease cost $1.00 a year. Would also give the City an option to purchase the land at anytime within the 20 years, at the present going market value. Plan submitted is based on R-40 classification. Would be willing to accept a P (Park) classification for the 107 acres to the north. Area not shown on the preliminary plan as a holding situation, so that if development should come to be that zoning of Park would not stand in the way. Would be willing to petition for annexation of the entire 187 acres with the zoning on this site to be R-40 provided that the City has adopted the PUD oridnance. When and if the 107 acres are developed, the development would be similar to the plan submitted this date. Mr. Bartel reported the Master Plan calls for R-30 classification with a cluster development for this land. Mr. Sterling informed the Commission, the homes would be factory built in order to make the project economically feasible and could be sold for between $35,000 and $40,000. Homes would be 3 bedroom, 2 bath. Will be applying for FHA financing. Mr. Zoling stated he would begin with from 12 to 24 as the first phase. Commission stated their concern of overbuilding and it was pointed out the Planning and Zoning Commission could approve each phase for building permit purposes. Mr. Zoline stated he would like to modify and request R-30 classification for the north portion. Chairman Molny stated he would rather see the north portion zoned park in an annexing situation or leave the area in the county since the county zoning is more restrictive. Mr. Zoline stated he would not object to this suggestion. Chairman Molny further suggested the north portion could be included with this plan submitted with R-40 or R-30 zoning.
