Study Session Aspen Planning and Zoning Commission August 24, 1971 Members present were Jordan, Breasted, Vidal, Adams, Goodhard and Collins. Also present were Leon Wurl and Herb Bartel, City/County Planner. Mr. Wurl explained the Capital Improvements Budget and handed out copies of last year's budget. Bartel explained that the Capital Improvements Budget is one of the strongest tools for influencing long range policy decisions. Wurl explained that the Planning Commission's comments were desirable for many of the items in the budget. Vidal wanted to know if any shifting of the 1971 budget will have priority in next year's budget. Wurl said that it would. Wurl said he would go through items in the budget one by one and describe their status and any changes tha~ had been made. He said that $30,000 for alley paving in 1973 was now doubtful, and that the budgeted amount for storm sewers ($45,000) was also doubtful for 1972 because of difficulty in acquiring land for a sediment control pond. Breasted wondered if the money budgeted could be used for improvments of existing storm sewers. Bartel said that the need was to acquire money for sediment contol ponds and the land to accommodate them. Wurl said that Main Street dividers would probably cost $16,000 per block instead of the $12,000 budgeted for 1972. Vidal said that he felt Main Street divider strips and bridges could await the results of the Transportation Study. Bartel pointed out that a foot bridge at Hopkins and the Roaring Fork was included in the provision for bridges. Wurl said that street paving plan would 'tPropably be pushed up to 1973; that the City was in no position to fund their required 1/2 of a street improvement district. He said that the money for a garage facility had been transferred to the Electric Department. He said that bikeways had been added at this position in the budget. He explained the City's attempt to acquire Holy Cross Electric. Vidal said that he felt that aesthetic street lighting was certainly a subject for the Planning and Zoning Commission's consideration. Adams said that lighting Paepcke Park did not seem to have top priority. Wurl explained that it was a pilot project and that is why Paepcke Park was chosen. Breasted said why not light the bikeways. Study Session, Aspen P & Z, 8/24/71 Vidal said that Planning and Zoning should recommend where to begin electric underground. Wurl discussed water transmission lines. Breasted wanted to know what development is covered by current bond issues. Wurl answered that work for the next year is covered, but future big items are not. Mr. Wurl explained transit system is an old recommendation for a subsidized transit system that is no longer applicable. Speaking of Open Space Acquisition, Mr. Wurl said that no excess would be available for at least three years. Vidal asked about projected spending for the airport. Bartel answered that we will never get to a point where capital improvements and needed land acquisition at the airport can be paid for with the present RSA budget. Wurl concluded a discussion of the separate items in the Capital Improvements Budget. Bartel asked for comments from the Planning Commission members. Vidal felt that the Planning and Zoning Commission should look at the various plans in advance of comments. Wurl said that these could easily be made available, but that the budget should be finalized the second week in September. Bartel asked if the Commission could recommend the 1972 projects and examine the long range projects to see if they are in accord or in conflict with the basic purposes of the Planning and Zoning Commission. Breasted siad that if these long range plans are reviewed the Planning and Zoning Commission would have a better view of development patterns. Collins said that he felt a high priority should be expressed for land acquisition. Wurl said that what he was after was Planning and Zoning recommendations in these matters. Bartel suggested that an endorsement be made of the 1972 program with a recommendation that land acquisition receive the highest priority considering the rapid growth cycle of the area. Vidal saLd that he had no objection, but that more infor- mation was needed on some subjects. However, based on what the Planning and Zoning knows at this time, the Capital Improvements is acceptable and a high priority should be given to land acquisition. Bartel reminded the Commission that regulation and the way in which money is spent are the strongest tools of government. Meeting adjourned at 7:00 P. M.#~~
