Meeting was called to order by Chairman Robin Molny at 5:00 p.m. with James Breasted, Victor Goodhard and Anthos Jordan. Minutes Section 11-1-6 (a) (7) - Zoning Code Limited and Unlimited Units Historic Zoning Airport Noise Study Resolution Planner's Institute Jordan moved to approve the minutes of October 19th as prepared and mailed by the Secretary. Seconded by Goodhard. All in favor, motion carried. Section 11-1-6 (a) (7) - Zoning Code - Eleanor Hubbard, Chairman of the Board of Adjustment, and Clayton Meyring, Building Inspector, were present to discuss interpretation as relates to the preparation of food by restaurants. Recent case of John Hayes before the Board of Adjustment was referred to. Mr. Meyring stated he would interpret the language to mean that the food that was being served on the premises would have to be prepared on the same premises. Chairman Molny stated this is the way he would also interpret this section. Mr. Bartel, City/County Planner, stated that rather than hold a hearing on this item at this time, the entire zoning code is to be re-written and perhaps clarification on language should be made when it is rewritten. Chairman Molny request the Secretary add this item to out- standing business of the commission. Limited and Unlimited Units - Letter from the Doremus/ Fleisher Company outlined that the regulations of limited and unlimited units are leading to bad development patterns. Suggestion was made by Chairman Molny that to remedy this problem could split the difference between 750 sq. ft. and 1500 sq. ft. and put in another catagory. Mr. Bartel stated he felt the regulation was unenforcable if there is not a size on the unit itself. Commission agreed to discuss this in a study session. Historic Zoning - Mr. Bartel explained when the draft for historical zoning was submitted, other supplemental items became involved. Presented an outline that would supplement the historical zoning which includes: urban design; protect- ion of view of the mountain and procedures; Mr. Bartel stated money for this study is coming from the 1971 budget and work will have to be done during this month and December. Airport Noise Study Resolution - Certification from the County Planning and Zoning Commission was reviewed by the City Planning and Zoning to be an amendment to the 1966 General Plan. Planner's Institute - Mr. Bartel reported on his trip to San Francisco and stated although the outlying areas are growing at a tremendous rate of single family subdivisions, that San Francisco has still kept its old uniqued style i.e. neighborhood grocery stores, trolleys, underground parking ~ RECORD OF PROCEEDINGS 100 Leaves ~O~"!I C.F.HO[CKE~a.a.II<L.CO. Regular Meeting, Aspen Planning & Zoning, 11/2/71 under the Squares, no shopping centers, no highrise build- ings etc. Goodhard moved to adjourn this meeting until November 9th to review stream margin request and to also hold a study session on Doremus/Fleisher letter and inquiry from Charles Brandt. Seconded by Jordan. All in favor, motion carried.
