Regular Meeting Aspen Planning and Zoning March 21, 1972 Meeting was called to order by Robin Molny, Chairman, at 5:10 p.m. with James Breasted, James Adams, Charles Collins and Vic Goodhard. Also present, City/County Planner Herb Bartel and Assistant Planner Fred Wooden. Minutes Breasted moved to approve the minutes of March 7th as prepared and mailed by the Secretary. Seconded by Collins. All in favor, motion carried. Stream Margin Request, Lot 10, Black Birch Sub- division Stream Margin Request, Lot 10, Black Birch Subdivision- Plat was shown to the Commission by Fred Wooden who stated he had examined the site this date. Recommend approval as previously given on other lots in the same subdivision with the change in wording of the motion to say a certain time rather than current building season. Collins moved to give approval to this application, however approval runs to November 1, 1972 and recommend to the Building Inspector to seriously consider requiring that the building be set back sufficiently from the edge of the present course of the stream and the buildings on this lot be built in such a way to protect from flooding, i. e. no basements, lower floors be elevated etc., set on pilings of some sort and that there be an agreement in writing promoted by Mr. Worth wihh the ownr of this lot and fur~her request the Corp of Engineers look into the Black Birch Subdivision as well as Castle Creek from the confluence of Castle and Maroon up to the City garage. Seconded by Goodhard. All in favor, motion carried. Anthos Jordan and Charles Vidal arrived. Transportation Study - Herb Bartel reviewed with the Commission the preliminary recommendations by Bob Leigh. Outline included eight areas of concern as follows: (1) Central Area Circulation; (2) Parking; (3) Transit system; (4) Rapid Transit System (Aspen to Snowmass); (5) Trans- portation Center; (6) Route 82; (7) Bypass Highway; (8) Implementation. Mr. Bartel explained he and the City Engineer would be meeting with Mr. Leigh next week Tuesday to review the outline in a technical sense and would then be preparing the maps which will be used in presentations to other groups. Following other groups review and comments will return material and comments to the Commission for recommendation to City Council and County Commissioners. Mr. Carl Nutzhorn mentioned land should be traded with Mrs. Paepcke for a new terminal at the airport (based on the report and location of terminal.)
