Regular Meeting
Aspen Planning & Zoning Commission
November 24, 1970
Meeting was called to order by Chairman Robin Molny at 5:15 p.m. with William
Tharp, Victor Goodhard, James Adams, Charles Collins and Irwin Harland.
Minutes
Tharp moved to approve the minutes of November 10th,
seconded by Collins. All in favor, motion carried.
State Highway
Commission
Mr. Bartel reported that along with the highway requests
submitted to the State Highway Commission was a cover letter
signed by Mayor Homeyer and Commissioner Baxter reporting
on what has transpired since the highway hearingsoheld in
Aspen.
Reported the City has signed an agreement with the State
Highway Department for a one way street study.
Transportation
Study
Met with Mr. Bill Eager of the Development Research Assoc-
iates who will be making a proposal to the City on a
transportation study.
Asked Mr. Isbill to look into the feasibility of a trans-
portation center at the airport at the same time he is
doing the study on the airport.
Commission discussed and agreed, when the transportation
proposals are in, the proposals be reviewed and cross
checked before drafting a recommendation for Council.
Charles Vidal arrived.
Robin Molny gave a report on the study session held on
November 18th as follows:
ALLEY SETBACKS
1 - Request survey by City Engineer indicating present
physical use of land abutting alleys in affected zones
and a map indicating
(a) Buildings with no alley set backs
(b) Buildings with partial or full setbacks
(c) Open Land
2 - Contact Public Works Director of Scottsdale, Arizona
to determine feasibility of automated garbage system in
winter environment.
TRANSPORTATION PLANNING AND EMPLOYEE HOUSING
1 - Request joint meeting of City and County Planning and
Zoning Commissions, Tom Sardy, Bill Comcowich, Herb Bartel
and one member of transportation committee to (a) make joint
recommendations to City and County for transportation study
(b) unify approaches on zoning which facilitates construct-
ion of employee housing.
RMF, AR -1 ZONES
1 - Commission feels RMF Zones should be expanded in several
areas and that RMF regulations as set forth in Title XI
should be re-written to include site control and assurance
that RMF would not be used for short-term rental. City
Council should request us to work on this.

2 - Doremus/Fleisher request for zoning is valid and should
go to public hearing and could be acted upon prior to
expansion of RMF and changes in Title XI.
3 - Request survey of AR-l Zone to estimate density
potential.
PLANNING DIRECTOR
1 - Commission feels Planning Director's value and
effectiveness are being seriously diluted by (1) his having
to repeat information to four different bodies (2) general
lack of communication and understanding of intent of all
four bodies.
2 - Commission feels that joint meetings (as previously
described) be held whenever topics of mutual concern have
been undertaken after preliminary study has been done by
both.
OPEN SPACE
Suggestion was made that open space could be acquired
through long term lease arrangements in order to make tax
dollars go further since the objective is to comprehensively
control open land.
Airport Business
Center
Commission members gave a brief report on the airport
business center study session. Reported the conversation
centered mainly around the impact of a Safeway Store at
the center. Conflicting opinions from the Commission members
were expressed as to Mr. McBride's feelings on locating a
~uper market in this location. Suggestion was made to have
the Safeway people come to Aspen to tdk with the City and
County Planning and Zoning Commissions. Commission request
William Tharp contact Safeway and find out at what stage
the negoiations are at with Mr. McBride.
Mr. Bartel explained he had met with Peter Guy and Mr.
McBride to discuss zoning for the Airport Business Center.
Presently permissive "B" zoning. Discussed what zoned
districts could be applied. Mr. McBride has told the County
Planning and Zoning Commission he did intend retail outlets
in this area.
Re-zoning
Criteria
Re-zoning Criteria - Chairman Molny suggest a master list
be compiled and the applicant given the master list to
follow as criteria on his request. The burden of proof
~hould be on the applicant. To be discussed at the next
study session.
Mr. Bartel referred to Chairman Molny's report on the study
session, and suggest that when inventories are made, the
person making the report take into consideration land out-
side the City limits in all zoned districts.
Chairman request the Secretary set up a joint meeting with
the County Planning and Zoning Commission to discuss
employee housing.

Mini Buses
Mini Buses - Mr. Bartel reported at the Council meeting
held November 23rd discussions took place that now feel
this project will be coming back to the transportation
committee and Planning arid Zoning Commission for review
and comments.
Tharp moved to adjourn at 6:05 p.m., seconded by Collins.
All in favor, meeting adjourned.
