Meeting was called to order by Herb Bartel, Planner, with the following persons
present:

Mr. Bartel explained he had called this meeting to explain where the mini bus
project stands at this time. Mr. Wurl was asked to attend to explain the
financial matters relating to this proposal. Mr. Shaw is present to discuss
what his company will do and then would like to review the transportation
report outline with those present and outline duties and responsibilities that
members of the transportation committee can work on.
Planning and Zoning Commission and Transportation Committee are charged with the
responsibility of getting enough information for the City Council so that the
Council can make a decision.
Manager Wurl stated his remarks would be oriented towards the City subsidizing
the entire operation. In reviewing the budget for 1971, have eliminated the
possibility of going into the budget and corning up with very much money. Would
be hard pressed to corne up with $30,000.00 without eliminating some capital
improvements that are popular with the people. We're looking at the only source
being short term financing anticipating at the end of the year 1971 when
considering the budget for 1972 providing for the covering of the short term
financing and whatever expenses will be necessary for operation in 1972. Council
is for this project and are willing to provide the financing that is desired.
It was pointed out the City has never had to secure short term financing in
the past. Recommendations of sound methods of financing would be helpful. Mr.
Wurl pointed out an additional one percent sales tax might be hampered by
legislation now being considered of state wide locally shared sales tax.
Mr. Shaw informed those present, his business is to manufacture and sell custom
designed mini buses. Have these buses in cities, airports, zoos, etc. Have been
in this business for 8-1/2 years. Chasis are gasoline powered, working on propane
which is the new trend. Trailers are illegal to handle passengers on dedicated
streets. Sell vehicles only, do not rent or have any trade-ins. Mr. Shaw
pointed out Aspen is looking at approximately $27,000.00 to $29,000.00 per bus.
Will design the buses around Aspen's needs and requirements. Do not have the
figures on propane vs gasoline, only recently sold propane units in Hawaii.
Initial cost is about the same, whether propane or gasoline. Natural gas engines
will not affect long distance, but there is a loss in horsepower. With natural
gas or propane in colder climates would start easier and would have better life
on the engine.
Mr. Bartel request the Committee not get hung up on details at this point of
the transportation report outline. Request from the Committee, members preference
to,.work on specific sections of the outline.
Mr. Bartel read proposed questionnaire to be submitted to part of the Aspen
citizens to gain their input on this proposal.
Point was made that this proposal is not based on eliminating the automobile
completely.

Another point was made the City could trade off street maintenance costs for
malls.
Mr. Shaw pointed out he would give Mr. Bartel depreciation schedules and
complete breakdown on purchase and leasing.
Mr. Bartel pointed out there are 250 parking spaces in the downtown area now.
Also suggested as a source of revenue additional license tax on the automobile.
Transportation center at the airport was discussed.
It was pointed out, we need to consider how to indirectly finance the operation.
Discussed charging versus honor system.
Mr. Shaw reported operating costs will be about $.54 a mile which includes the
driver, insurance, maintenance and depreciation.
Mr. Shaw to submit to Mr. Bartel a list of places where mini buses are in
operation.
There being no further comments, the meeting adjourned.
