Special Meeting
Aspen Planning & Zoning
December 29, 1970
Meeting was called to order by Chairman Robin Molny at 5:30 p.m. with William
Tharp, Charles Collins, VIctor Goodhard, James Adams and Irwin Harland.
Stream Margins
Stream Margins - Proposed regulations were submitted by
Mr. Herb Bartel, Planner, and it was pointed o~t by Mr.
Bartel that if these regulations are adopted, the Commission
will need to establish criteria.
Question was raised, as a home rule city whether conditional
uses need to come before the Board of Adjustment and could
this be up to the Planning and Zoning Commission.
Mr. Bartel pointed out this set of regulations would be
more flexible than an established setback.

Center
pathobiological Center - Mr. Robert Delaney was present
and stated after the last meeting there were two suggestions
made to add to the file on this case: (1) A declaration of
common objectives (2) Traffic near the school.
A revised site plan prepared by Mr. Weiss was submitted
showing access of 20' wide into the public street.
Mr. Bartel submitted to the Commission a list of concerns
for the Commission to consider in this case. Copies of the
agreements between the parties (applicants) concerned and
petition and letter that has been circulated and is still
being circulated were submitted.

Traffic - Discussed restricting the traffic to only the
number of parking spaces provided. It was pointed out this
may be unfeasible to enforce. Also suggestion made that the
automobile be restricted completely.
Mr. Delaney pointed out the applicant would prefer not to
have part of the land allocated to parking but this is not
realistic. The facility will not be used as an auditorium.
City can be restrictive in as far as control since this can
be a condition on which the building is allowed to be built
and also the City can restrict parking on the public streets.
Volume conferences will be held in the summer time and many
people walk in the summertime.
Further discussed the closing of Garmish and Hallam, housing
and use of the building. Mr. Delaney stated he would be
willing to work out a declaration of use and its impact on
the community. Commission discussed the alternatives to this
land, if this building is not built.
Commission stated their concern for the local residents
to also be able to visit this area.
Tharp moved to adjourn at 7:00 p.m., seconded by Harland.
All in favor, motion carried.
