Planning & Zoning Commission
January 26, 1971
Meeting was called to order by Chairman Robin Molny at 5:05 p.m. with
James Adams, William Tharp, Vic Goodhard and Irwin Harland. Also present
Regional Planner, Herb Bartel.

Stream Margins
Stream Margins - Mr. Bartel submitted a second draft
on the stream margin regulaiions, and request the
members of the commission review the draft and submit
their comments.
Alley Setbacks
Alleys - Mr. Bartel explained the two alleys which will
be concentrated on first will be the Rubey Park alley
and the alley behind the Opera House. Presently
working on an overlay map showing the property
ownerships adjacent to the alleys.
Hoag Sub.
Hoag Subdivision - Mr. James Blanning presented the
preliminary plat to the Commission. Mr. Bartel
stated he had discussed the subdivision with Mr.
Blanning and pointed out three problem areas: (1)
letter has been received from the Metro Sanitation
District in that they request that the conditions
and connection agreements with Metro be met before
final approval of the plat is given by the City; (2)
Ute Avenue as an access road is only 60' wide; (3)
regulations require access to all lots from public
right-of-way. Mr. Bartel explained the City should
be sure that all easements that could be used for
trails are so indicated on the plat.

Questions were raised by the Commission as to the
legality of selling the lots prior to their being
subdivided; and what regulations would apply, those
of 1968 or the present regulations. Commission re-
quest an opinion be obtained from the City Attorney.
Mr. Blanning further outlined the area involved with
the Cemetery, he would like to give to the City.

Pedestrian Malls - Mr. Bartel explained the Councils
request to have the Commission study and make a rec-
ommendation for a mall area. Mr. Bartel further
explained the mall area outlined in the mini bus
report. Area being from Mill Street from Hyman to
Durant; Galena from Hyman to Durant; Cooper from Mill

pedestrian Malls
to Hunter; Hyman from Hunter to Mill. It was pointed
out this could be considered as the first phase.
It was further explained this area was selected as a
first phase in that it involved the least relocation
of uses (Sinclair Station). Cost of this four block
area would be about $1.4 million, $700,000 of which
would go for underground parking in the street. Work
has begun on detailed ownerships of the four block
area. This proposed mall area does include short
term limited parking for the grocery store.
Commission agreed to obtain maps with an outline of
this four block area and each member work out alter-
natives, expansion etc. as each member feels and to
be submitted at the next meeting.

Tharp moved to go into study session. Seconded by
Adams. All in favor, motion carried.
STUDY SESSION:
Discussed and outlined duties for each member and dead-
line schedules OF outstanding work of the Commission
as follows: (See attached).
Letter from the Western Colorado Regional Planning
Commission relating to mobile homes was distributed
bo the Commission.
Tharp moved to adjourn at 6:30 p.m., seconded by
Goodhard. All in favor, meeting adjourned.
