Special Meeting
Aspen Planning and Zoning
February 16, 1971
Meeting was called to order by Chairman Robin Molny at 5:00 p.m. with Irwin
Harland, Charles Vidal and James Adams.
Stream Margins
Stream Margins - Harland moved to schedule a public hearing
for March 9th on stream margin regulations. Seconded by
Adams.
Chairman request this appear on the Council's agenda for
the 22nd, so that Council can schedule their public
hearing.
All in favor, motion carried.
Mr. Bartel stated he had added a few statements to the
regulations as follows: '~ll lands within 100 feet,
measured horizontally from the high water line of the
Roaring Fork River and its tributary streams, shall meet
the following requirements prior to the issuance of a
building permit OR ANY GRADING, FILLING OR EXCAVATING OF
SAID lANDS."
Also added a definition for High Water Line.
Charles Collins arrived.
Discussed how and when the high water mark should be
established. Decided to check with the building inspector
to see if this would be cumbersome to enforce. Also, Mr.
Bartel explained the Planning and Zoning Commission should
consider and make a determination as to whether or not the
City should proceed with a flood plain study. Then the
high water mark would be clearly delineated as part of
the flood study.
Mobile Homes
Resolution concurring with the Mesa County Planning
Commission's resolution to the legislature relating to
mobile homes was submitted.
Collins moved to adopt the resolution and same be sub-
mitted to the appropriate people. Seconded by Vidal. All
in favor, motion carried.
Transportation
Studies
Transportation Studies - Mr. Bartel explained the trans-
portation committee following review by a sub-committee is
recommending that we proceed with the first phase of a
railroad feasibility study that will take approximately
3 weeks. Reason for this is to evaluate the transit
feasibility.
Also recommending that the highway element of the total
transportation study get under way and in that regard
recommend the firm of Alan Vorhees and Associates draw up
the final study proposal. For the total study, cost would
be approximately $30,000.00. The Transportation Committee
felt we really don't want just another technical report on
transportation but specific areas, i.e. highway and the
street element of the total study. This could cost about
$10,000.00.

Mr. Vidal pointed out the advantage to the total look or
study is to show the impact of one system on another.
Jim Adams pointed out the program for the study is of
prime importance. What you ask the consultant to do is
what you're going to get.
Commission agreed the programs for both studies should
be written by the transportation committee, City and
County Planning & Zoning and the planner's office along
with the consultant.
Commission request Mr. Bartel contact these consultants,
Voorhees and Herron to come and discuss the programs with
the above.
Adams moved to recommend that negoiations be held with
Alan Voorhees and Associates as the prime contractor for
the transportation study. Seconded by Collins. All in
favor, motion carried.
Vidal moved to adjourn at 6:35 p.m., seconded by Harland.
All in favor, motion carried.
