Regular Meeting Transportation Advisory Committee February 24, 1971 Meeting was called to order at 5:00 p.m. with the following present: John McBride, Steve Murphy, Richard Stutsman, Curt Baar, J. H. Smith, Jr., James Adams, Bob Lewis, K. N. C. B. Moore and Fritz Benedict. Also present Herb Bartel, Regional Planner, Mr. Bob Leigh of Alan Voorhees and Associates. Mr. Bartel stated Miss Jody Caudill is visiting the meeting to help her. in a school project she is doing on planning in general. Mr. Bartel submitted to the Committee the following outline: "TRANSPORTATION STUDY CRITERIA The listed order of the transportation study criteria does not reflect an order of importance since the ultimate importance of the criteria will be determined by the community and the decision makers. 1. Improve existing traffic hazards. 2. Prevent additional traffic congestion and reduce the requirement for additional parking. 3. Meet existing and future peak hour transportation demands. 4. Provide an alternative to the automobile which will make a contribution toward the solution to the transportation problem. 5. Conduct cost-benefit analysis of the system to determine the financial and social costs involved. 6. Determine the impact of the system on the area. 7. Use the transportation system to structure growth patterns. 8. Update the 1966 Master Plan by adopting the trans- portation study as an element of the plan." Mr. Bartel indicated each of the items listed in the outline need to be expanded to include all the items that are desired to be a part of the transportation study, i.e. highway bypass; cost benefit analysis of parking structures etc. Mr. Bartel reported he had not heard from the Department of Transportation as relates to Aspen's eligibility under the Mass Transportation Act, and that prior to instigation of the study, methods of funding to implement any transportation study will need to be determined. It was pointed out and stressed that the development of the study design is the MOST important step of the transportation study. Mr. Bob Leigh made comments on what the consultant would need from the transportation committee to do a good study: (1) Will want a careful definition from the committee on what the committee feels the transportation problems are; (2) Will want some definition of goals as relates to transportation planning. Mr. Leigh indicated to the committee that the information gathering process should be conducted primarily by local resources and that he would provide the necessary training to insure that the information was properly collected, - 1 - . -\ ..'\ RECORD OF PROCEEDINGS 100 Leaves FORMS! Such information should include such items as parking turnover, peak season activity, existing and projected land use information will be important. Mr. Leigh also indicated that it would be necessary to hold regular PROGRESS meetings with the transportation committee to establish that the direction of the study was accomplishing the necessary results. Progress meetings should be well represented by the transportation committee. Mr. Leigh emphasized the need to make the highway department a partner in the study since they control the funding for the highway element of the transportation system. Questions and discussion followed. One of the questions raised was at what stage of the over all study should the railroad feasibility be considered. Mr. Leigh stated that it should be one of the first phases of the study, since the railroad system would do more than other elements to structure growth patterns. Transportation committee members were requested to submit a list of transportation problems and include the specific items that they would want to be considered under each of the eight (8) topics contained in the study criteria outlined above and submit those to the planning office so that they can be reviewed at the next regular meeting.
