Aspen Planning & Zoning Commission
County Planning & Zoning Commission
March 30, 1971
Meeting was called to order at 5:00 p.m. with the following persons
present: Peter Guy, James Adams, Victor Goodhard, Robin Mo1ny, Marvin
Reynolds, Irv Schecter, Charles Collins and Hank Pedersen. Also present
Regional Planner Herb Bartel.
Neighborhood Shopping Concept - Mr. Bartel request either concurrance
or non-concurrance with the Master Plan and this concept from both
Commissions. The plan directly implies that the core of Aspen will be
the dominate commercial area.
Mr. Bartel submitted "Proposed Amendment to Pitkin County Zoning
Regulation to Implement the Neighborhood Commercial Concept".

The following concerns were expressed by those present:
It was pointed out other present zoning regulations would
still apply, i.e. setba~ks, height etc.
Irwin Harland ..and William Tharp arrived.
Concern was expressed that the 12,000 sq. ft. should be
set as the maximum. As the amendment is worded, a
small shopping center could still be established under
these regulations. Mr. Bartel explained 12,000 sq.ft.
using the uses as outlined, would serve 4,000 people.
Concern was expressed that a minimum number of businesses
for each neighborhood shopping area be stated in the
amendment, thus not allowing one type of business to take
up the entire 12,000 sq.ft.
Question was raised if the storage area would apply towards
the 12,000 sq.ft.
Those present at the meeting agreed to proceed along the basis of the
proposal submitted.
Members present generally agreed, with the addition outlined in caps,
with the following Resolution:

PITKIN COUNTY PLANNING & ZONING COMMISSION
WHEREAS, it is the continuing policy and responsibility of
the City of Aspen and Pitkin County Planning and Zoning Commissions to
update the Master Plan and implement the land use controls and concepts
recommended in the Plan; and
WHEREAS, the future social and economic well being of the
community is determined by policies that guide the physical development
of the area; and

WHEREAS, it is our policy to encourage unique development
which is in balance with the HISTORICAL CHARACTER AND natural heritage
of the area.
NOW, THEREFORE, BE IT RESOLVED, that it is our intention
to amend the City and County zoning resolutions to implement the
concepts of neighborhood commercial service as recommended by the
1966 General Plan.
BE IT FURTHER RESOLVED, that the recommendation of the
1966 General Plan to extend zoning in Pitkin County will be diligently
pursued.
Hal Clark arrived.
Zoline Property - Mr. Bartel submitted the background on the property and
reported the County Planning and Zoning Commission has considered Mr.
Zoline's proposal and would recommend denial to the County Commissioners
of the proposal. Denial based upon the density desired and not all
property owned by Mr. Zoline is included in the proposal. Mr. Zoline is
now considering annexation to the City and would like to present his
proposal to the City Planning and Zoning Commission. Chairman Robin Mo1ny
request the Secretary add this item to the next Planning and Zoning
Commissions agenda.
Transportation Study Outline - Mr. Bartel stated the outline is now
ready for final approval, to be discussed at the next regular meetings
of the different commissions.
There being no further business to come before the Commissions, the
meeting adjourned at 6:45 p.m.

PROPOSED AMENDMENT TO PITKIN COUNTY ZONING RESOLUTION TO
IMPLEMENT THE NEIGHBORHOOD COMMERCIAL CONCEPT
Sec. IV 4.1 B-1, Business District
Uses permitted by right.
2. Food and drug stores and other similar
convenience retail business establishments shall
be limited to a maximum gross floor area of
8,000 square feet for each individual retail use
and a maximum gross floor area of 12,000 square

4.2 PB, Planned Business District
Uses permitted within a Planned Unit Development
(only).
5. Food and drug stores and other similiar
convenience retail business establishments shall
be limited to a maximum gross floor area of 8,000
square feet for each individual retail use and a
maximum gross floor area of 12,000 square feet for
any combined food and drug stores.

4.3 P.N.B., Planned Neighborhood Business District.
Application for zone change to this district
shall follow procedure outlined in Sec. VII, Land
Unit Development, of this regulation.
Development Standards.
l. The district shall be located on a collector
or arterial street.
2. Th~ combined square footage of commercial
buildings shall not exceed 12,000 square feet exclu-
sive of any gasoline service stations.
3. A minimum of l5% of the gross site area
shall be landscaped which shall include screening
of adjacent residential property.
4. Buildings shall be constructed to be com-
patable with the character of the adjacent neighbor-
hood.
5. Trash shall be stored indoors or concealed
from view by a solid fence. Where indoor trash
storage is provided, the floor area devoted to such
storage shall not be included in the allowable floor
area.

Uses permitted.
1. All uses are subject to approval of
the Planning Commission and the County Commiss-
ioners. Uses which are approved shall be desig-
nated on the final development plan.
2. The following uses, by way of example
and not limitation, may be considered for approval:
food stores
drug stores
liquor stores
barber shops
beauty shops
cleaning and laundry pick up stations
gasoline service stations
