RECORD OF PROCEEDINGS 100 Leaves April 27 , 1971 Study Session Aspen Institute Property Ski Corpora tion Property Aspen Planning and Zoning Zoline Property - Mr. Bartel stated he has submitted to the County Planning and Zoning first draft of PUD regulations. Question whether continuous amendments of the zoning ord- inance should be continued or wait for a complete re-writing of the zoning ordinances. Bartel stated he felt the RMF zoning of this property would be more permissive than we really want. Mr. Zoline proposed 310 units, RMF on 80 acres would allow more units than is being requested. If the density Mr. Zoline is requesting could be applied to the total property in a cluster concept feel this would be a better development. Discussed a percentage of 33% be allowed for density over the existing zoning. Mr. Bartel stated the City's R-30 zoning is comparable to the existing county zoning of A & F. Mr. Harland stated he did not feel the open space would be that valuable to the City, feel the open space should be in the ownership of the people living there. Chairman Molny questioned if the open space could be zoned as park. Adams suggest Mr. Zoline be allowed to develop any number of acerages he wishes with density calculation of 33% more than what is permitted, developemnt be under PUD in cluster concept. Discussed mixed type of development - multi family, single family, townhouse etc. Question was raised that under PUD, when reviwwing the site plans, may want to allow more units based upon the site plans. Commission tentatively agreed, Chairman Molny pass on to Mr. Zoline, the Commission feels no more than 33% increase in denisty would be allowed; development be under PUD; density apply regardless of the amount of land; mixed type of housing be considered; land transaction be made with the City of open space not sold to the City; total acerage be annexed and zoned. Aspen Institute Property - Mr. Bartel submitted letter and maps he had received. Request the Commission invite the Institute people to attend a meeting and outline their proposal. Discussed institutions as a conditional use and requiring review by the Planning and Zoning Commission. Ski Corporation Property - Mr. Adams reported the committee has met two times, discussed planning being in two catagories - long range and short range; transportation routes. Discussed closing Mill or Monarch with bridge over Durant so people could ski down into town and also discussed some type of lift up to the bowl area. Aspen Planning and Zoning April 27 , 1971 Regular Meeting Meeting was called to order by Chairman Robin Molny at 5:10 p.m. with James Adams, Charles Collins, Irwin Harland. Minutes West Aspen Filing if3 Annexation Randall Sub Transportation Study \ // X Adams moved to approve the minutes of April 13th as prepared and mailed by the Secretary. Seconded by Collins. All in favor, Molny abstained, motion carried. West Aspen Filing #3 Annexation - City Manager Wurl was present and indicated where the property for annexation lies as relates to present City boundaries. Lot #3 has been left out, property owner does not want to be annexed. Adams moved to recommend to the City Council, the City proceed with the annexation as outlined. Seconded by Collins. Roll call vote - Adams aye; Harland aye; Collins aye; Molny aye. Motion carried. RandallSubdivision, County Referral - Victor Goodhard arrived. Commission reviewed the plans, see no problems with access. Collins moved to send a recommendation to the County Planning and Zoning indicating approval by the City Planning and Zoning of this application. Seconded by Adams. All in favor, motion carried. Chairman Molny read draft of letter commission had requested be sent to Mr. John McBride. Commission agreed the letter should be sent as written. Transportation Study - Mr. Herb Bartel, Planner, submitted estimate of costs and final outline. Reported this is being submitted to the Commission as a matter of information only, does not require approval by the Commission. Adams moved the Commission go into study session. Seconded by Harland.
