Regular Meeting
Aspen Planning & Zoning
Meeting was called to order at 5:05 p.m. by Secretary Lorraine Graves with
members Robin Molny, Francis Whitaker, Jim Brested and William Tharp present.

Secretary Graves called for nominations for Temporary
Chairman.
Whitaker moved to nominate Robin Molny as Temporary
Chairman and the nominations be closed and unanimous
ballot be cast for Mr. Molny. Seconded by Tharp. Roll
call vote - Molny abstain; Whitaker aye; Tharp aye;
Brested aye.
Whitaker moved to appoint Lorraine Graves as the permanent
Secretary. Seconded by Tharp. Roll call vote - Brested
aye; Tharp aye; Whitaker aye; Mo lny aye.
Discussed rotating the chairmanship. To be discussed
further when a full commissinn has been appointed.
Commission members agreed regular meeting will be held
on the second and fourth Tuesdays at 5:00 p.m. as outlined
in the by-laws.
Swimming Pool - Administrator Wurl was present and request
approval of the Commissionto re-locate the swimming pool
on the donated land from Jim Moore at Bavaria Park and also
approval of this addition.
Whitaker moved to schedule a public hearing for February
9th at 5:00 p.m. for amending the Master Plan as relates
to the addition to Bavaria Park. Seconded by Breseed.
Roll call vote - Tharp aye; Molny aye; Whitaker aye; Brested
aye.
Administrator Wurl also reported Mr. Benedict had also
recently donated land adjacent to Ute Children's Park to
the City.
Whitaker moved to schedule a public hearing to include the
addition to Ute Children't Park in the Master Plan.
Seconded by Brested. Roll call vote - Brested aye; Molny
aye; Tharp aye; Whitaker aye.
Temporary Chairman Molny read a list of outstanding projects
of the Commission. Commission agreed to hold a meeting
every Tuesday until such time as old business is take care
of.
Sidewalks - Draft proposal was submitted by Whitaker.
Whitaker moved the Commission send this draft proposal to
City Council and as k them if they would like the Planning
and Zoning Commission to study and recommend changes in
the sidewalk ordinance. Seconded by Brested. Roll call
vote - Tharp aye; Molny aye; Brested aye; Whitaker aye.
A report relating to streets and annexations was submitted
by Mr. Whitaker. Mr. Whitaker stated although it is not a
requirement under State Statutes, that the Planning and

Zoning review annexations, he would make this suggestion
to Council.
Regional
Planning Com.
Chairman Molny read a rough draft of a letter addressed
to the City Council, County Commissioners and County
P & Z relating to a regional planning commissinn. Mr.
Woodward .-.and Mr. Crowin were present from the County P &
Z. Tharp moved to accept this letter and it be sent to
those legislative bodies. Seconded by Whitaker. Roll
call vote - Whitaker aye; Molny aye; Tharp aye; Brested
aye.
Funding
Also a rough draft of a letter addressed to the City Council
recommending they enact a 1% additional sales tax for
land acquisition and funding of a City/County Planning
office if funds are not available from other sources.
Ski Corp.
Letter from the Ski Corporation was also read. Chairman
Molny stated he had drafted a reply requesting a meeting
with the Ski Corporation, City Council, County Commissioners
and County P & Z. Commissinn members stated they felt
reaction to the letter would mean developers would push
ahead of schedule so that they're developments can be
accomplished.
Whitaker moved the letter of reply be sent to the Ski
Corporation. Seconded by Brested. Roll call vote -
Molny aye; Whitaker aye; Tharp aye; Brested aye.
Density
Tharp moved to schedule a public hearing on February 9th
to re-study density proposals a& set forth in the Master
Plan. Seconded by Brested. Roll call vote - Brested aye;
Molny aye; Tharp aye; Whitaker aye.
Commission request Albert Kern be present on Tuesday the
20th to draft ordinances for the public hearing.
1% additional sales tax - Discussed having a proposal
ready for recommendation at the same time the request is
made for the additional 1%. It was agreed by the Commission
a planner would be necessary to draft the proposal.
D&RG Land
D & RG Land - It was reported the railroad would be
willing to use the City's planner for the railroad's 18
acres of land. Whitaker suggest the City Council retain
Trafton Bean to work on just this item. Railroad would
like to start construction this spring.
Suggestion was made the members of the P & Z work out a
plan for the railroad land.
It was reported planning assistance would be disLussed at
the next City Council meeting.
Tharp moved to adjourn this
study session. Seconded by
adjourned at 6:45 p.m.
