RECORD OF PROCEEDINGS 1 00 Leaves Regular Meeting March 10, 1970 Aspen Planning & Zoning Meeting was called to order at 5:05 p.m. by Chairman Robin Molny, with William Tharp, Francis Whitaker, John Gilmore, and James Breasted. Charles Vidal unexcused. Minutes Fences Floor Area Attendant Parking Attendant Parking Study Session Open Space and Quality Three Dimension AR Zone Master Plan Densities Breasted moved to approve the minutes of February lOth as prepared and mailed by the Secretary. Seconded by Whitaker. All in favor, motion carried. Tharp moved to approve the minutes of March 3rd as prepared and mailed by the Secretary. Seconded by Gilmore. All in favor, motion carried. Tom Wells arrived. Clayton Meyring's recommendations were read by Chairman Molny as follows: 1.) Definition for fence height as outlined in the City's first ordinance. 2.) Request the City include a definition of floor area in the ordinance and also the regulation on attendant parking is unenforcable. Commission request attendant parking be added to the Commission's list of committents. Commission also request the next agenda include review of the committments. Chairman Molny stated the City Council has requested a study session with the Commission to discuss the density, open space ordinance. City Council present. Councilman Scott questioned the Commission on what they felt this oTdinance would accomplish. Commission stated open space and quality. This is one of the committments made by some of the candidates running for office last November. < Councilman Walls suggest the Commission consider open space in 3 dimension rather than two. Three dimension would provide for interior courts or gardens. What the Planning and Zoning is proposing will not control the number of people even with the reduced floor area. Zoning ordinances design the buildings, and is the end product going to be what is desired? Commission member Wells stated the Commission has thought about three dimension open space. Feel and agreed this is not going to take care of all the problems but will put Aspen on a scale and this is the first step. Do not feel anyone will be seriously hurt by this. Mr. Whitaker stated there have been two long standing problems. #1- In 1955 the City was zoned without a master plan, AR zone is a major concern of what would happen if built to its capacity. #2- In 1966 Commission approved the Master Plan, density was doubled by the City Council without planning. Need to go back to the 1966 densities and reduction of the floor area, reduce the size of the buildings and provide open space. Mr. Whitaker stated he was conderned about the 25% requirement of open space and if this might not be too much as relates to small pieces of property. From a personal standpoint of owning 6,000 square feet cannot meet the 25% requirement of open space. Under the open space requirements of the ordinance this should include .. , . AR Zones Councilman Walls suggest the AR zones be studied relative to perhaps reclassifying part of the area, eliminating some uses in certain areas. Density, Open Space Councilman Comcowich stated he did not want this ordinance construed as an interim ordinance, should do this ordinance as well as it can be done. Feel the incentive ordinance would solve all the points which this ordinance will solve. Fear in this ordinance you will not half the number of people but will half the number of parking spaces. Parking requirements are the same. Councilman Griffin stated he did not want to see any consideration given to going beyond the present height limit. Not worried about the parking. Mr. Wells commented raising the height with maximum development would give us a town of people way beyond our imagination. Do not think will be forced to go up, not designing for that many people. One building, such as Aspen Square could have an impact on the town. That is what I feel is the emergency. Chairman Molny read a letter sent to the City Council last year at the time of the incentive ordinance proposal requesting Council take more in depth study of Planning and Zoning recommendations, again make this request. Planning and Zoning is now doing what was requested of the previous City Council and that is to require open space with the present height limits. Will take 4 years to review the entire zoning ordinance. All Commission members agree we are trying to eliminate congestion, stop block buster building and this is a step along the way. Parking problem will be studied separ~tely. With the incentive ordinance proposal, Planning and Zoning was playing planner, did not consider calculations of how many people will have in an area. When a planner is available will study the AR-l zone. Discussed rushing of plans and degree of plans which must be submitted. Clayton Meyring stated if plans show that they meet the building code and other ordinance, his office would have the accept the plans. Would not have to be complete working drawings. Mr. Hans Gramiger stated this ordinance makes it impossible to build a hotel downtown. Mr. Molny reported hotels would fit nicely in the C-2 zone along with PUD. Robert Lewis - Mr. Lewis was present and request author- ization from the Planning and Zoning Commission to repre- sent the City in Washington, D. C., free of charge, in investigating what grants are available, how long they take and what subjects they cover as relates to trans- portation. Reported Dwight Shellman a few months ago, while being in Washington, D. C., made a few inquiries as relates to transportation, would like to make a succeeding request. The following names were submitted to Councilman Walls of possible planners; Dick Veasey, Bob Trenka, Allen Plomquist. James Ranfianz, Paul Kraman. -2- " J \1>.. .....--, C".""" Regular Meeting Aspen Planning & Zoning March 10, 1970 Commission instructed Chairman Molny to write such a letter of authorization for Mr. Lewis to represent the Planning and Zoning Commission free of charge.
