Adiourned Meeting
Aspen Planning & Zoning
March 17, 1970
Meeting was called to order by Chairman Robin Molny at 5:00 p.m. with
William Tharp, Francis Whitaker, John Gilmore, James Breasted and
Charles Vidal.
Minutes
Tharp moved to approve the minutes of March 10th
seconded by Breasted. All in favor, motion carried.
Jack Holst
Subdivision
Subdivision, Jack Holst - Chairman Molny read the
procedures required for the submission of a pre-
liminary plat. Mr. Vroom and Mr. Holst were present
and stated there were three problems to which the
subdivision does not comply and would like the feelings
of the Commission: (1) cannot comply with the
connection to the City water main at the edge of the
property; (2) subdivision does not front on a public
right-of-way which is the case at this time; (3)
believe connection to the sewer is required if
available which it is not at this time.
Tom Wells arrived,
Applicant explained the subdivision is located
approximately 500' north of the City plant between
the base of the hill and the river under the Castle
Creek bridge. Subdivision includes 3 building sites.
Commission stated they would give an exception of 40'
on the street requirements. Also request applicant
obtain the necessary authorization for the present
road to be dedicated as a public street.
Whitaker made a motion the Planning and Zoning
Commission request the City Administrator proceed with
a street plan for this area along Castle Creek.
Seconded by Breasted. Roll call vote - Vidal aye;
Tharp aye; Breasted aye; Wells aye; Whitaker aye;
Gilmore aye; Molny aye.
Commission request applicant check with the City and
Sanitation District for compliance with water and
sewage.
Bldgs. Resembling
Signs
Buildings resembling signs or trademarks - Chairman
Molny stated after reviewing the zoning ordinance,
feel this is already covered under the definition
for signs. Commission agreed to table this item
indefinately.
Stream Margins
Stream Margins - Mr. Whitaker reported the Pitkin
County Park Association is working on green areas along
the river. Correspondence from the State Water
Conservation Board was read by Robin Molny relating they
would be classifying the rivers in Colorado.

Fences - William Tharp to work with the Chairman on
this.
highway 82
Highway 82 - Charles Vidal to work with the Chairman
on this.
Density, Open Space
Density, Open Space - Whitaker proposed leaving the
density the same as it is now in the C-C zone because
of the 50% commercial requirement. William Tharp
pointed out without the requirement of commercial,
condominiums would pre-empt the commercial space.
Whitaker moved to change the recommendations to the
City Council on the C-C zone to 375 sq.ft. per
limited unit and 750 sq.ft. per unlimited unit.
Seconded by Wells.
Discussed whether changes should be made in the
ordinance at this time.
Roll call vote - Molny nay; Gilmore nay; Vidal nayl
Tharp nay; Breasted nay; Wells nay; Whitaker nay.
Mo tion NOT carried.
Whitaker stated he was still concerned about the
small lots and those not fully developed. Discussed
procedures under the Board of Zoning Adjustment.
Vidal pointed out all boards should be made aware
of the functions they are to perform. Chairman Molny
to handle.
Transportation
Highway
Chairman Molny read the following names of people
to form a citizens advisory committee for transporation,
D.R.C. Brown or representative
Whip Jones or representative
Rollie Herberg or representative
Car 1 Nutzhorn
John McBride
Fritz Benedict
Steve Murphy
Harry Weiss
ChairmaN Molny pointed out this committee's job womld
be to assist the consultant and P & Z to furnish
material and advice to the consultant if he is hired.
Mr. Vidal stated he objected to Mr. Weiss being on
this committee along with John McBride since they
both share the same interests. Commission agreed to
delete Weiss from the committee.
Chairman Molny read the list of ecologists as a
committee on transportation as follows:

Mr. Vidal stated the County P & Z should be represented.
Chairman Molny reported Peter Guy of the County P & Z
has requested a status report from this Commission by
Wednesday on the Highway. It was agreed to replace
Mr. Weiss with Peter Guyon the committee. Draft
of letter to be sent to the County P & Z relative
to the Highway was read by Chairman Molny.
Mr. Whitaker request the Commission authorize the
Secretary to contact the Mammoth Ski Area as relates
to a copy of their proposal for a transit system.
Commission so authorized the Secretary.
Commission agreed to send a letter to 4 consultants
asking for resume etc. relative to transporation
and highway.
Chairman Molny request permission to tell the County
P & Z the City P & Z wants to start a reconnissance
and aim is to evaluate alternate #1, 4 lanes as
proposed stopping at the Maroon Creek turn-off which
would put the City in a position to plan transportation
from Maroon Creek on into the City.
Commission agreed to authorize Mr. Molny and Mr.
Breasted to talk to the County P & Z along these lines.
Whitaker moved to cancel next weeks meeting and to
adjourn this meeting, seconded by Tharp. All in
favor, meeting adjourned at 6:50 p.m.
