RECORD OF PROCEEDINGS 100 Leaves Regular Meeting Aspen Planning & Zoning May 26, 1970 Meeting was called to order by Vice Chairman William Tharp at 5:15 p.m. with James Breasted, Francis Whitaker and Tom Wells. Robin Molny excused, John Gilmore unexcused. Minutes - Whitaker moved to approve the minutes of the last meeting as prepared and mailed by the Secretary. Seconded by Wells. All in favor, motion carried. Golf Course Land Planner, Architect representing Tipco on the land presently known as the golf course was present and showed to the Commission land use maps of what is intended for this property. Layout showing density of 1235 units and requiring re-zoning was explained by the representative. Commission members and members of the audience stated their concern of development of this area. Charles Vidal arrived. Representative explained the open space would be dedicated to the County or whoever wants it. Commission further pointed out acquisition of this area is being investigated at this time for the purpose of preserving the golf course, green belt and open space. Mr. Vidal pointed out the plan shown with the open space is much better than what could be constructed with present zoning. Commission felt the next step on this project, would be to meet with the County Planning and Zoning in the areas where the City has jurisdication. Brownell Zoning Brownell Annexation Zoning - City Engineer Gilkey proposed northerly of Gibson Avenue RMF zoning, southerly of Gibson Avenue R-6 and Garrish Park P for park. Breasted moved to accept the recommendation of the City Engineer for zoning of the Brownell Annexation and submit same to the City Council. Seconded by Vidal. Roll call vote - Vidal aye; Wells aye; Tharp aye; Whitaker aye; Breasted aye. Fence Regulations Proposed fence regu~ions were submitted by Building Inspector Clayton Meyring. Following suggestions were made; open space relate to service yards only; control over all fences in all zones. Discussed fencing of service yards on corner lots. Tom VeIls to work with the building inspector on these regulations Mr. Whitaker submitted the following as a recommendatior - 1 - . '<"---.. Annexation Policy (1) Upon receipt of a proper annexation petition, the City Council refer the requested annexation to the City Engineer for study and recommendation on the physical aspects: streets and street widths, drainage, lot sizes, and anyother pertinent matters; (2) Upon receipt of a proper annexation petition, the City Council refer the requested annexation to the Planning and Zoning Commission for study and recommendation on the planning and zoning aspects; size, relation to the existing city limits, relation to the Master Plan and a preliminary zoning recommendation. Commission request Mr. Whitaker work with the City Engineer on this recommendation. Stream Margins Stream Margins - Next agenda. Leased Parking Leased Parking - Whitaker moved to recommend to the City Council leased parking spaces be leased from the City only with cost determined on land cost, structure and operating cots and revenues be ear- marked for acquisition of off street parking spaces or construction of parking structures with the exception leased parking spaces may be leased from or in a bona-fide parking structure. Seconded by Breasted. Roll call vote - Whitaker aye; Breasted aye; Wells aye; Vare aye; Tharp aye. Next agenda - Ruby Park and golf course land. North Street Corresponeence from Mr. Winfield T. Durbin relating to North Street was read by the Vice Chairman. Commis- sion request the Secretary send a copy of the May 13th Commission minutes and further refer this letter to the City Engineer. Breasted moved to adjourn at 6:45 p.m., seconded by Wells.
