Regular Meeting
Aspen Planning & Zoning Commission
June 23, 1970
Meeting was called to order by Chairman Robin Molny at 5:10 p.m. with
Francis Whitaker, James Breasted and Charles Vidal.
Whitaker moved to approve the minutes of the last meeting as prepared and
mailed by the Secretary. Seconded by Vidal. All in favor, motion carried.
Rubey Park
Rubey Park - Chairman Molny read a resolution to be
submitted to Council stating Planning and Zoning Com-
missions support of acquiring Rubey Park.
Mr. Whitaker informed the Commission, the previous day
Council adopted the proceedings calling for a special
election on Rubey Park.
Breasted moved to adopt the Resolution. Seconded by
Whitaker.
Discussed the future use of this land.
Roll call vote - Vidal aye; Breasted aye; Whitaker aye;
Molny aye.
1% Sales Tax
1% Sales Tax - Mr. Whitaker informed the Commission,
the City Council on Monday had instructed the City
Attorney, Councilman Whitaker and Comcowich to work
on the proceedings necessary for the calling of an
election for a 1% sales tax for land acquisition and
open space. Proceedings to be considered on June 29th.
Councilman Vare was present and read correspondence
from the Chamber, Park Association, Newspaper, Pitkin
County Demoncratic Association stating their support
of the purchase of the land west of the city limits.
Chairman Molny read a proposed resolution for the
Commissions consideration.
Planning and Zoning Commission request the Mayor instruct
the City Manager to write a letter to Tipco, advising
them of our interest in purchasing this land and further
inform them of what action has been taken.
Mr. Vidal suggest not ear marking the total funds for
land acquisition, but provide for funds for planning
prior to purchase.
Commission request the Chairman include in the resolution
that a reasonable sum be set aside for planning.
Vidal moved to authorize the Chairman to draw up a
resolution based on this discussion. Seconded by
Breasted. Roll call vote - Vidal aye; Whitaker aye;
Breasted aye; Molny aye. Motion carried.

Filing 2, Part 2
Annex. Policy
Highway
Reg. Meeting, Planning & Zoning, 6/23/70, continued.
Chairman Molny outlined a request from property owners
and the Institute for rezoning the area in this vicinity
from AR-2 to R-15 which was the zoning when the area
was situated in the County. Whitaker moved to set a
public hearing for July 14th on the request for re-
classification on the subject area. Seconded by Breasted.
All in favor, motion carried.
Secretary submitted the annexation maps of the West
Aspen Subdivision Part 2 Filing 2 recently annexed to
the City. Requires a zoning hearing.
Whitaker moved to schedule a public hearing for July
28th on zoning of the West Aspen Subdivision Filing 2,
Part 2. Seconded by Breasted. All in favor, motion
carried.
Mr. Whitaker informed the Commission, the City has
requested additional information on the annexation
policy. Whitaker, Molny to wrk with the City Engineer
and City Manager on this.
Commission request the Secretary send copies of the agenda
and minutes to Storris Bishop.
Chairman Molny submitted Mr. Melcher's report on his
study of Highway 82, and request the Secretary send
copies to the members of the Commission who are not
present.
Whitaker moved to adjourn this meeting till 12:00
Thursday, June 25th at the Red Onion to consider
Mr. Melcher's report. Seconded by Vidal. All in favor,
motion carried at 6:15 p.m.
