Special Meeting Aspen Planning & Zoning July 10, 1970 Meeting Francis Wells. was called to order by Chairman Robin Molny at 5:10 p.m. with Whitaker, James Breasted, Charles Vidal, John Gilmore and Tom William Tharp unexcused. Mt.Valley Subdivision County Subdivision plat located in Mountain Valley was submitted by the County Planning and Zoning Commission. Hal Clark, County Building Inspector was present. Discussed the regulations under the State Statutes relating to a public hearing. Chairman Molny request the Commission consider the plat as submitted relating to the City's responsibility of streets, further check with the City Attorney relating to a public hearing prior to the next regular meeting. If a public hearing is required, this can be scheduled at the next meeting. Tabled till the next regular meeting. Commission request the City Engineer review the plat and make a report to the Commission and further request the owner submit to the County a topographical map. Traffic Circulation Consultant Chairman Molny stated members of the City Council had discussed with part of the Commission and requested the P & Z Commission to recommend at the next Council meeting a planner, scope of work, time and cost as relates to planning for traffic circulation, by-pass etc., in connection with Highway 82. Discussed how this would relate to the new planner. Secretary reported the Regional Service Authority Board did appoint a planner at their last meeting subject to the City Council and County Commissioner's approval. Discussed contacting the planner during the interium period between the time the planner is formally appointed and actually being in residence. Discussed the line of responsibility as relates to the planner. Whitaker moved a formal request be made to the City Council that the Planning and Zoning Commission have the opportunity to meet with the new planner. Seconded by Wells. All in favor,motion carried. Wells moved that we request the City Council's permission in that we intend to hire a planning consultant immediately to work on the internal circulation system of Aspen to integrate the mall spaces into the street system and to plan for an automobile by-pass east to west of Aspen and we intend to have a proposal from a planner we select - 1 - '"' - '- .~.~, FOflll!'1 C.f.HO~CKE~B.B.ll~.CO. Seconded by Whitaker. Discussed making up a list of priorities that the Planning and Zoning Commission feels the planner should be concerned with. It was pointed out to proceed with the hiring of a cQnsultant at this time, prior to the City/County planners arrival, would be taking away from the planners responsibilities. Mr. Wells withdrew his motion, Mr. Whitaker withdrew his second. Commission request the Chairman request from Council on Monday, a job role of the planner and line of responsibility.
