Regular Meeting
Aspen Planning & Zoning Commission
July 14,70
Meeting called to order by Robin Molny, Chairman, at 5:05 p.m. with James
Breasted, Tom Wells, and John Gilmore. Francis Whitaker excused.
Minutes
Minutes - Breasted moved to approve the minutes of the last
regular meeting and adjourned meeting held on June 23rd and
25th. Seconded by Wells. All in favor, motion carried.
Charles Gilkey, City Engineer was present to discuss with
the Planning and Zoning Commission the Mountain Valley Sub-
division plat previously submitted. Breasted moved to
approve the street plan of the subdivision plat submitted
subject to submission on the cross sections and street
profile to Charles Gilkey, City Engineer, and his approval
of same. Seconded by Wells. Roll call vote - Gilmore aye;
Breasted aye; Wells aye; Molny aye.
William Tharp arrived.
Public Hearing
Re-Zoning
Public Hearing - Re-zoning request of Aspen Institure and
Others.- Notice as published was read by the Chairman, and
correspondence from the Aspen Institute outlining their
request, memo from Jerry Brown and letter signed by twenty
persons was submitted by James Markalunas.
Charles Vidal arrived.
Mr. Markalunas and Mr. Woodward request the zoning be
changed to the same zoning which was applied by the County
prior to annexation. Tourist classification for the Institutl
Meadows complex, buffer zone and R-15 for the subdivided
land.
There being no further comments, Chairman Molny closed the
public hearing.
Discussed special zoning for the Institute property, in
order to preserve this for Institutional purposes in
future years.
Mr. Markalunas stat~the people he represents are concerned
that the Institute might di~pose of some of their property
which might be adjacent to Gillespie Street. Will not be
happy until the buffer 40ne is again established.
Mr. Woodward reported the Institute would object to R-15
for the Institute, would not object to a buffer zone.
As relates to the buffer zone, discussed covenants, and
land being held in perpituty.
Wells moved to recommend to the City Council that those
areas zoned R-15 immediately preceeding the North Side
Annexation listed as Aspen Company Second Subdivision and
that area west of Castle Creek be zoned R-15. Seconded by
Tharp.

aye; Breasted aye; Gilmore aye.

Mr. Woodward reported there is additional land owned by the
Institute presently in the County, this is being considered
as green area.
Wells moved that the Planning and Zoning recognizes the
AR-2 zoning of the Aspen Institute in that it does not
reflect the proper use of the Institute property and the
remaining property of the 150' bufger zone, Aspen Meadows
Property and Aspen Institute property be considered at a
later date as a continuation of this public hearing.
Seconded by Breasted. Roll call vote - Vidal aye; Tharp
aye; Wells aye; Breasted aye; Molny aye. Motion carried.
Commission request Mr. Markalunas and the people he
represents contact the Institute as to covering the buffer
zone by covenants rather than by zoning.
Chairman Molny request the Commission meet with Mr. Wood-
ward for lunch on the 22nd of July to discuss the Institute/
Meadows complex as relates to zoning.
One Way Streets
One Way Streets - City Manager Wurl outlined to the
Commission the Master Plan called for a system of one way
streets as part of the circulation plan for the downtown,
the streets recommended to Council on Monday are not those
stated in the plan. Recommended to Council, Galena one-
way North and Mill one-way South. Manager Wurl referred to
the traffic counts at the intersections of Mill and Main
and Galena and Main.
Reason for the recommendation is to try and solve the
problem of turn movements and congestion on Main Street.
Council approved a trial period up to October 1, 1970.
Tharp stated he objected on the basis of the downtown area
being too small, creating expressways, and too many signs.
Mr. Wurl explained the recommendation for one-way streets
is based on the area from Main to Durant and have not
recommended taking all of the parking off.
Mr. Tharp stated the police department is not capable of
controlling traffic now.
Discussed other streets in relation to an anticipated mall
area.
Vidal moved that we suggest to the Council Galena one way
North, and Monarch one way north and Mill one way south
from Main to Durant as an experiment until October 1, 1970.
Seconded by Wells.
Mr. Tharp request to go on record with the following
statement: "This Planning and Zoning Commission is going
to have to get away from a pedantic oriented point of view
that we're doing what they do every other place where they
have a traffic problem. We're taking the same steps to do
exactly the same thing, create the same problems and this

Parks & Recreation
Parks and Recreation Priorities - Tabled
Planner
Planner - Chairman Molny reported Council did appoint Mr.
Bartel at their Monday meeting.
Golf Course
Property.
Golf Course Property - Mr. Breasted outlined to the comm-
ission a portion of the golf course property proposed to
be subdivided and further showed how density could be
applied without interfering with the golf course.
Wells moved to adjourn at 6:30 p.m., seconded by Vidal.
All in favor, meeting adjourned.
