One Way Streets One Way Streets - City Manager Wurl outlined to the Commission the Master Plan called for a system of one way streets as part of the circulation plan for the downtown, the streets recommended to Council on Monday are not those stated in the plan. Recommended to Council, Galena one- way North and Mill one-way South. Manager Wurl referred to the traffic counts at the intersections of Mill and Main and Galena and Main. Reason for the recommendation is to try and solve the problem of turn movements and congestion on Main Street. Council approved a trial period up to October 1, 1970. Tharp stated he objected on the basis of the downtown area being too small, creating expressways, and too many signs. Mr. Wurl explained the recommendation for one-way streets is based on the area from Main to Durant and have not recommended taking all of the parking off. Mr. Tharp stated the police department is not capable of controlling traffic now. Discussed other streets in relation to an anticipated mall area. Vidal moved that we suggest to the Council Galena one way North, and Monarch one way north and Mill one way south from Main to Durant as an experiment until October 1, 1970. Seconded by Wells. Mr. Tharp request to go on record with the following statement: "This Planning and Zoning Commission is going to have to get away from a pedantic oriented point of view that we're doing what they do every other place where they have a traffic problem.
