Regular Meeting Aspen Planning and Zoning Commission Sept. 8, 1970 Meeting was called to order by Chairman Robin Molny at 5:05 p.m. with William Tharp, Irwin Harland, James Adams and Charles Collins. Also present Herb Bartel, Planner. Minutes Tharp moved to approve the minutes of July 14th and August 25th as prepared and mailed by the Secretary. Seconded by Harland. All in favor, motion carried. By-laws By-laws-Amendments - Chairman Molny reported amendments were made to the by-laws to conform with the new City Charter and also Ordinance #17, Series of 1970. Tharp moved to approve the amendments to the by-laws. Seconded by Adams. Roll call vote - Collins aye; Harland abstain; Tharp aye; Adams aye; Molny aye. Motion carried. Fences Fences - Chairman Molny reported a problem recently came to light relating to the location of fences of buildings built prior to setback regulations and further the code does not clearly define from where the height of fences are measured. Mr. Bartel suggested the Commission take into consideration, when regulating such, the visibility and safety. Charles Vidal arrived. Adams moved to schedule a public hearing on fence reg- ulations for October 13th at 5:00 p.m. Seconded by Tharp. All in favor, motion carried. Chairman Molny, Mr. Bartel and Mr. Meyring to work out amendments for the public hearing. Re-zoning Meadows/ Institute Complex and Others Re-zoning Meadows/Institute Complex and Others. - Mr. King Woodward, Councilmen Walls and Whitaker were present. Council representatives present reported the City Council has not acted on the Planning and Zoning's recommendation but request the Planning and Zoning consider the total package of land involved and make a recommendation to Council based on the total package. Discussed institutional classification. Suggestion was made a definition be included in the code of institutions, sub- ject to approval under one of the residentional classifi- cations. Chairman Molny pointed out to Mr. Woodward on&reason the Commission had not acted on the Meadows/Institute complex was due to a need by the Commission to have a line of demarkation defining the Meadows complex and the Institute complex. Mr. Woodward stated the Institute would submit to the Commission the land desired for AR-2 zoning (Meadows Complex). Councilmen Walls and Whitaker to discuss with Council the scheduling of a public hearing on re-zoning of the Second Aspen Company Subdivision only at this time. Mr. Woodward to discuss with the Institute Board of Directors the buffer zone being held in perpituty or donated to the City for a park. Budget Budget - Commission reviewed the proposed budget. Mr. Bartel stated he would encourage members of the Commission to attend the national meetings if possible. Vidal moved to recommend to Council an increase in travel from $300.00 to $800.00. Seconded by Adams. Roll call vote - Vidal aye; Collins aye; Adams aye; Harland aye; Tharp aye; Molny aye. Motion carried. Liaison Member Liaison Member - Following discussion, it was agreed for the time being that Mr. Herb Bartel would act in this capacity. Mr. Harland reported he would have a list by the next meeting of unfinished business. Chairman Molny reported he had been contacted by a large corporation who would be willing to review the City's transportation study when completed. Mr. Bartel reported he would be meeting with the Colorado State University representatives on Wednesday and will make a report at the next Commission meeting.
