Aspen Planning and Zoning Commission

Meeting was called to order by Chairman Robin Molny at 5:10 p.m. attended
by Charles Vidal, Irwin Harland, Victor Goodhard, Jim Adams and Charles
Collins. Also present were Herb Bartel, Planner, and Clayton Meyring,
Building Inspector.
Adams moved to approve the minutes of September 22nd
as prepared and mailed by the Secretary. Seconded by
Vidal. All in favor, motion carried.
Chairman Molny suggested the Public Hegring on Fence
Regulations be discussed later in the meeting because
of no representation from the public concerning this
matter.
1971 Work Program
Chairman Molny presented an outline of Outstanding
Work for the Aspen Planning and Zoning Commission.

Determination of Building Heights. Discussion on
various methods of measuring building heights. Mr.
Meyring suggested two alternatives: (1) measured
perpendicular at the building (2) center mass of
building. Mr. Bartel stated inorder to give a re-
sonable height limit,averages should be taken par-
ticularly where you have terraces. Mr. Meyring stated
that relative to the Uniform Building Code, the Board
of Adjustment is not concerned with height but stories.
Other methods of measurement were presented by Charles
Vidal, such as: taking the sq. ft. and dividing by
the perimeter as in sloping roofs. Discussion ended
wi th a sugges t ion that Mr. Meyring and Charles Vidal
work together on this topic.
Floodlight and Gas Tube Regulations. Discussion on Gas
Tube Regulations including design criteria for the
level of lighting and measured intensity. Concern for
light concealment and over illumination; reference to
Gas Stations. Mr. Meyring stated the ambiguousness of
the supp>lementary regulation in Title XI pertaining to
over illumination concerning signs. Several alternatives
were discussed: (1) control the amount of illumination
on a given use (2) measuring light intensity and (3)
exposure of florescent lights. The Building Inspector
indicated that he had written the Planning Advisory
Service for information concerning the regulation and
measuring of light intensities. Chairman Molny pro-
posed the Commission to postpone further discussion
until more information be presented by the ASPO.
Define Floor Area. Reference to Title XI and bonus
provisions was discussed'and the possibility of taking
advantage of this provision and jeopardizing well de-
signed buildings ex: Hannah Dustin Building. Chairman
Molny and Herb Bartel decided to work together on this
topic.

Revise 10' Rear Alley Set Back/Trash Stor~ A pro-
posal was made to work with Leon Wurl to make recommen-
dations concerning this matter.
Further discussion on remodeling barns and the Zoning
Code problem. Reference to Ammendment in Title XI dated
December 9, 1968 was given and several suggestions were
made concerning the need to maintain the character of
the residential areas and develop design criteria that
could be used as guidelines for considering conditional
uses. Chairman Molny suggested that a survey be con-
ducted for the areas in question to gather information
on the number of barns that could be used for housing.
A suggestion to keep the building in its original shape
and the Chairman directed that this subject be added to
the list of Outstanding Work Items.
List of Street Names. Chairman Molny stated Norm Clasen
is working on this and has a list of old mining claims
in the Aspen area for names for new streets in Aspen.
Practicability of Keeping City Hall. Mr. Bartel suggested
a space analysis be made for future footage requirements
and feasibility of purchasing the adjacent three lots
at the end of the block be considered. A recommendation
was made that Mr. Wurl, Mr. Molny and Mr. Bartel study
this topic and present it to the Planning and Zoning
Commission for future discussion.
Use of Rubey Park. Background for the Benedict Plan for
use of the property was presented. Concern for the
financial cost for the temporary use of this land was
discussed. Mr. Adams suggested constructing a public
restroom and using the outside perimeter for parking.
Charles Vidal moved a resolution be prepared to reco-
mmend the city to allow a temporary use of Rubey Park
for parking (1) pursue an attractive parking concealment
from public view (2) time period for temporary use until
an ultimate plan was presented (3) dollar expenditure
be limited so as not to commit this for permanent use.
Seconded by Victor Goodhard. All in favor. Motion
carried.
Chairman Molny distributed the Fence Regulations to
members of the Commission. The Public Hearing was open
and closed regarding the Fence Regulations due to non
representation from the public.
Discussion of highway and zoning issues that would appear
on the ballot for general election. Mr. Bartel will
prepare an information fact sheet for future consideration
by the Planning and Zoning Commission.
