The Schuwmacher's bought the house from Pat. Gilbert relayed that the proposal is a distinct element and could be removed at anytime. MOTION: Roger moved to approve the proposed changes at 505 N. Eighth Street with the following conditions: 1. That the improvements will be substantially in conformance with the drawings submitted with the application, as shown in Sheet No 3.1: 2. The roof material will match the existing roof with a modified pitch as shown in the drawings. 3. Any additional significant changes from those proposed in this application shall be considered "signwcant" and will require a conceptual and final review of the HPC before proceeding with construction; 4. All material representations made by the applicant in this application and during public hearings shall be adhered to and shall be considered conditions of approval unless otherwise amended by a decision-making body having the authority to do so. The proposal meets all four development review standards; motion second by Mary. All in favor, motion carried 7 - 0. 203 S. GALENA - MINOR REVIEW - GUCCI Julie Ann Woods, planner presented. The proposed change is the second store front on Galena St. as well as facade changes to the Hopkins St. side. The existing wood door and frame would be replaced and a sign placed in the transom area above the door. On the Hopkins St. side the store front is old but the door is not. Sworn in were: Brian O'Tuama Emma Oneil Lee Pearce 2 ASPEN HISTORI - _'RESERVATION COMMISL N MINUTES OF JULY 8. 1998 Brian stated that photographs were not found in the Historical Society archives. It is believed that the door on the Hopkins Street side is not original. The proposed changes to E. Hopkins would unify the entire area. Roger informed the board that in 1965 when he moved here there was a drive-thru and two pumps on the corner of Galena and Hopkins. There was also an upholstery shop and R.O. Anderson had his office on the first floor. The second floor was empty. What is there on Galena is not historic as there was originally an overhead door. He stated that he feels the Hopkins St. side is original but the door is not historic. - Julie Ann relayed that two over two windows were very typical for that era and she feels that window on Hopkins Street is old. Heidi inquired about the shiny material proposed and its reflectiveness. She also had concerns about the paint color being changed from the different colored store fronts. Other members had concerns about the proposed glass doors on Galena with the Gucci signature. Melanie stated changing the store fronts to something extremely contemporary in an historic building is inappropriate. The material selection competes with the historic building. Susan relayed that in the past other stores have been denied their signature i.e. McDonald's and the Holiday Inn. Emma stated that the door would be contemporary. The proposal is to use the international Gucci door set back from the street line. The Hopkins Street door would be flush with the facade, wood and glass. Mary felt that the design should be restudied as it is too contemporary for the historic building. The signage would be regulated by the Zoning officer. Gilbert felt that the doors on Galena would be more in character if they were the same fabric that is existing but he also feels there is some opportunity to have some kind of signature. Galena St. is acceptable but the Hopkins elevation needs restudied to maintain the historic quality that is there now. Roger relayed that this is a significant landmark building. The openings have been restored as close to the original as possible. In his opinion the mullions and wood detailing on Galena should not be changed. On the East Hopkins side the original openings should be retained. Suzannah had no concerns on the Galena side except for the paint and the Hopkins side should be preserved. Lee Pearce relayed that he feels the historical integrity of the building can be retained. He requested latitude with the signature hardware and the board had no problems if it was within the appropriate scale and color. MOTION: Mary moved to table with a restudy of the discussion at this meeting the minor development for 203 S. Galena - Gucci to July 22, 1998; second by Melanie. All in favor, motion carried - 7-0. Mary stated that color is addressed on certain projects when the entire building is being reviewed. She suggested a worksession. 920 W. HALLAM - PH - CONCEPTUAL DEVELOPMENT Heidi stepped down Jeffrey was seated. Mitch Haas, planner presented. The site currently contains three separate structures. The main house was built in the 1880's and there is a garage that was moved to the site but is an historic structure. A shed sits partially on the property and partially in the alleyway and that was used as a concession stand for the Ski area and then moved to this site in the 40' s. There is a request for a partial demolition of the lean-to shed onto the garage. There are two on-site relocation's, one is to move the houses forward and to the center of the lot and raise its elevation by about 18 inches. The garage would move to behind the relocated house, attached by a breezeway. There is an off-site relocation request involving the shed that sits mostly in the alley and the applicant has not yet determined a location to move it to. There is an historic landmark lot split requested creating a 3,432 square foot lot to have a new structure built and 7,616 square foot for the historic house and the relocated garage behind and a new structure to its east. Also, there is a design variance requested for the volume standard. Three variances are requested one for the sideyard setback on lot B due to the lightwells. GALINA - GUCCI - continued from July 8, 1998 Julie Ann Woods, planner presented. Sworn in: Jack Palamino, Associate with Ted Guy and Associates Harley Baldwin, owner o f the building. Julie Ann relayed that the concern from the last meeting was that the Hopkins Street side window was historic. On Galena St. a wood door will be installed. The Gucci handles are still proposed for the wooden door. Essentially the store fronts will match. On the Hopkins St. side they are going to keep the same windows with muttons and the door would be changed out to another wood and glass door. The sign would be affixed to the transom. Harley Baldwin relayed that he did not feel the proposals were out of scale. He bought the Brand Building in 1971 and it was a garage and body shop and the corner was a gasoline station. He is trying to create new uses for old spaces. He asked the board to reconsider and take out the two over two windows on the Hopkins St. side (the large window) and put in a single window. When Tim Cantrell did the subshop his recollection is that the three over four window was added. He also stated that he will clean up the block facade. 4 ASPEN HISTO1.-2 PRESERVATION COMMISu-ON MINUTES OE JULY 22. 1998 Susan questioned the Gucci lettering over the window as opposed to being placed over the door. Jack Palamino relayed that on the Galena Street side the signage is over the door but with respect to the Hopkins Street there is more Visibility over the window. An exact model o f the door handle was presented to the board. The concern of the majority o f the board is the transom window and detailing of the sign on the Galena Street side. The size of the door pull needs to be restudied as it is quite large. Heidi had a concern with the shiny material selection for the lettering and also the paint colors should be uniform throughout the storefronts. Susan felt that the historic four window panes on the Hopkins Street side should remain. Roger and Gilbert supported modification to the Hopkins Street side large four pane window if research is found that it is not an original window. Roger' s concern is that the technical painting procedure be reviewed. He also was opposed to the door handle. Suzannah relayed that she had no concerns with the Galena Street side. Regarding the Hopkins Street side she would consider looking at a different design for the window and could approve the dark brown color but feels the Galena Street side should be consistent with the existing color. Susan relayed that if changes are proposed for the Hopkins Street side that they be presented to the entire HPC board. Harley Baldwin relayed that the window is new because he built it. He is not sure whether it was replacing what was existing or not. The window does not flow with the cemetry o f the building. MOTION: Heidi moved to approve the development at Gucci's 203 S. Everything else as show per the drawing in the packet, exhibit I. On the Hopkins Street side, approval of the drawing, exhibit I with restudy of the door pull (too large). Unless they can show that it is not an existing store front they can bring it back to the commission for the window design. It is also recommended that the paint should be consistent with the rest of the building; motion seconded by Jeffrey. He also stated that he would give the board a certified letter stating that he put the Hopkins street side window in. Harley stated that on the Elks building they basically did the same proposal, took out the two over two's and replaced them with one single window. Heidi relayed her concern that evidence needs to be given to the board relating to what the existing opening looked like. A photograph etc. should be obtained. 735 W. Galena St.-- Minor Review (continued from July 8, 1998) DATE: July 22, 1998 SUMMARY: The applicant has modified his proposal in order to more sensitively address the review standards. The Galena Street elevation will now have wood and glass doors which will extend from the transom downward to the new lower street level. The area underneath the beadboard will have stone to match the front elevation, and the entry walk will be colored concrete to match the existing. A metal grate will be inset into the concrete at the entrance to minimize dirt from being tracked into the shop. The E. Hopkins Street elevation will remain as is, but will have a new wood and glass door added as well as the Gucci sign attached in the transom area. Both street elevations will be painted the dark brown color submitted on the material sample board and the door pulls will remain as nickel-plated brass with a satin finish. APPLICANT: Gucci International, represented by Bryan O'Touma of Gensler Architects. (For this meeting the owner, Harley Baldwin and local architect Ted Guy will represent Gucci). LOCATION: 203 S. Galena St. (Brand Building) PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District, or development involving a historic landmark must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. The subject building is an historic landmark, and is within the boundaries of the Commercial Core "H," Historic Overlay District. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. For Historic Landmarks where proposed development would extend into front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot or exceed the allowed floor area by up to five hundred (500) square feet or the allowed site covered by up to five (5) percent, HPC may grant such variances after making a finding that such variation is more compatible in character with the 1 historic landmark and the neighborhood, than would be development in accord with dimensional requirements. In no event shall variations pursuant to this section exceed those variations allowed under the Cottage Infill Program for detached accessory dwelling units, pursuant to Section 26.40.090(B)(2). Response: The proposed changes to the two storefronts are compatible in general design, massing and volume, and scale with the adjacent parcels within the "H," Historic Overlay District. There are no variances being requested, and the setbacks are as established by the existing building. t 2. Standard: The proposed development rdects and is consistent with the character of the neighborhood Of the parcel proposed for development. Response: The proposed development will have little to no affect on the character of the neighborhood. The building exists, and was recently remodeled. The Galena St. improvements will generally be in keeping with the adjacent storefronts, although painted a slightly different color. The E. Hopkins St. elevation will remain essentially as is, except for a replacement door which will match the Galena St. door. This elevation will likewise be painted the dark brown which is Gucci's signature color. A new sign will be pin-mounted in the transom, and staff has requested that the applicant provide a drawing detailing this addition. If the drawing is not attached to the packet, it will presented at the meeting. Likewise, the applicant will be forwarding a sample door pull and a larger paint sample for presentation at the meeting. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the pardel proposed for development or on adjacent parcels. Response: The proposed change would not detract from the historic significance of the designated historic structures located on the parcel or from those located on adjacent parcels. In fact, the E. Hopkins St. elevation will remain essentially the same, except for a new coat of paint a simpler door design which will enhance the historic significance of the building. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof· Response: The proposed development will not diminish the architectural character or integrity of any historic structure. ALTERNATIVES: The HPC may consider any ofthe following alternatives: • Approve the Minor Development application as submitted. 2 • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. - RECOMMENDATION: Staff recommends that HPC approve the proposed changes to 203 S. Galena (including the E. Hopkins St. elevation), with the following conditions: 1. The improvements are substantially in conformance with the drawings submitted with this application dated July 10, 1998; 2. That any significant changes from those shown could result in a project which would require significant review which would re4uire both a conceptual and final review by the HPC; 3. All material representations made by the applicant in this application and during public hearings shall be adhered to and shall be considered conditions of approval, unless otherwise amended by a decision-making body having the authority to do so. RECOMMENDED MOTION: "I move to approve the proposed changes to 203 S. Galena St. with the conditions recommended in the staff memorandum dated July 22, 1998." Galena Street and E. Hopkins Avenue storefronts. The proposed alterations have been revised according to the HPC's direction and are outlined below, and illustrated on the attached elevations. All finishes indicated below are shown on the enclosed finish sample board, and are keyed to the elevations. In addition, for the HPC's information, a mockup of the proposed door pull and a larger sample of the proposed storefront color (PT-3A) will be sent to your attention prior to the next meeting of July 22, 1998. A. The revised proposed alterations to the S. Galena St. storefront are as follows: a) Replace existing doors with new wood and glass doors. All dimensions and profiles of the new doors will match those of the existing, except the overall height, which will be increased by approximately 8" to compensate for the removal of the entry step. b) Install new MT-3 door pulls and kickplates on doors. c) Repaint all wood storefront elements PT-3A. d) Install MT-1 Gucci letters on transom above door (pin-mounted). Letters will be lit from above by light fixture concealed in the existing painted wood soffit above the entry. B. The revised proposed alterations to the East Hopkins Ave. storefront are as follows: a) Existing wood storefront will remain with the exception of the existing non-historical door. b) Replace existing door with new wood and glass door to match those on the S. Galena Street facade of the building. c) Install new MT-3 door pull and kickplate on door. d) Repaint all wood storefront elements PT-3A. e) Install MT-1 Gucci letters on transom above window (pin-mounted). In addition to the above proposed alterations, Gucci may wish in the future to erect awnings on both storefronts. These would be of similar type to and would align with the adjoining existing awnings on the Brand Building. Please do not hesitate to call should you have any questions or comments. Brand owned the building and operated a Conoco gas station on the corner. Today numerous shops occupy the space. Galena St.--- Minor Review DATE: July 8,1998 SUMMARY: The applicant proposes to make modifications to two different storefronts: one faces S. Galena St. and the other is the entrance of the former Smuggler Bar on E. Hopkins St., across from the fire station. The S. Galena storefront is immediately south of the Luis Vuitton store. The applicant proposes to replace the existing door and frame and add a raised metal sign in the transom area above the doors. The E. Hopkins storefront is proposed to be similar in detailing as the S. Galena St. side, but would have a single door and a new display window. APPLICANT: Gucci America, Inc., represented by Bill Sofield, Gensler Architects. LOCATION: 203 S. Galena St. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District, or development involving a historic landmark must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. The subject building is an historic landmark. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. For Historic Landmarks where proposed development would extend into front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot or exceed the allowed floor area by up to five hundred (500) square feet or the allowed site covered by up to five (5) percent, HPC may grant such variances after making a finding that such variation is more compatible in character with the historic landmark and the neighborhood, than would be development in accord with dimensional requirements. In no event shall variations pursuant to this section exceed those variations allowed under the Cottage Infill Program for detached accessory dwelling units, pursuant to Section 26.40.090(B)(2). Response: The proposed changes to the S. Galena St. storefront will match the existing storefronts along this street, and are compatible in general design, massing and 1 volume. scale and site plan with the adjacent parcels within the "H," Historic Overlay District. The existing painted wood and glass doors will be replaced with metal and glass with metal pulls. The doors are approximately eight (8) inches taller than the existing doors, and therefore a new, narrower transom will be installed above the doors. The Gucci sign will be affixed to the transom window. and a new downcast light will shine from the wood soffit above the entry. The storefront will be re-painted. The E. Hopkins storefront would have the existing door 320 windows replaced with a new painted wood and glass door, transom and window.- \lhe profile and detailing will match the existing S. Galena St. storefront. The same type 'of sign and recessed lighting would be concealed in the existing wood soffit. The application indicates that the existing door and storefront are not original to the building. Staff agrees that the door is not original, but is not convinced that the storefront is not original detailing. Though the proposed improvements would indeed provide more harmony between the building's facades, staff is hesitant to endorse approval to the E. Hopkins St. facade unless it can be conclusively determined that the facade is not original to the building. If it cannot be conclusively determined, then staff would recommend a re-study of the facade and door. using the existing windows and kickplate. 2. Standard: The proposed development reflects and is consistent with the character Of the neighborhood of the parcel proposed for development. Response: The proposed facade improvements to the S. Galena St. elevation will have little to no affect on the character of the neighborhood. The building exists, and the improvements will be consistent with the other storefronts along that street. Although the proposed improvements to the E. Hopkins St. facade will have little or no affect on the character of the neighborhood. replacement of historic materials does diminish the character of a structure. Again, staff recommends that this elevation be re-studied. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The proposed changes to the S. Galena St. elevation would not detract from the historic significance of the designated historic structures located on the parcel or from those located on adjacent parcels, as the improvements to this structure were previously approved by the HPC last year. However, the E. Hopkins elevation was not part of the improvements reviewed by the HPC at that time. Staff believes that the removal of historic detailing in this storefront could detract from the historic significance of the Brand Building. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity Of a designated historic structure or part thereof. 2 Response: Please refer to item 3 above. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the 'Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends that HPC approve the proposed changes to the S. Galena St. facade only, with the following conditions, 1. That the improvements will be substantially in conformance with the drawings submitted with the application, dated June 26,1998; 2. Any additional significant changes from those proposed in this application shall be considered "significant" and will require a conceptual and final review of the HPC before proceeding with construction; 3. All material representations made by the applicant in this application and during public hearings shall be adhered to and shall be considered conditions of approval, unless otherwise amended by a decision-making body having the authority to do so. Staff further recommends that the applicant provide conclusive evidence that the existing E. Hopkins St. storefront is not original to the building. If it cannot be concluded that these are not original features, then staff recommends that the facade be restudied, addressing the continued use of the historic materials. RECOMMENDED MOTION: "I move to approve the proposed changes to the S. Galena St. facade of the Brand Building, 203 S. Galena St. only, with the conditions recommended in the staff memorandum dated July 8, 1998. I further move to direct the applicant to restudy the E. A. The proposed alterations to the S. Galena St. storefront are outlined as follows: a) Replace existing painted wood and glass doors with new metal and glass doors (MT-4) with metal pulls (MT-3). b) Align transom over entrance doors with the existing storefront window transoms. Finish of new transom to match new doors (MT-4); transom dimensions to match existing storefront transom dimensions. c) Repaint wood storefront (PT-3A). d) Install polished stainless steel Gucci sign (MT-1), pin-mounted on transom above door and lit from above by lighting concealed in existing painted wood soffit above entry. The existing doors are approximately eight inches shorter than the- door opening due to the previous removal of the entrance step to create an interior floor level with the sidewalk. The proposed new doors, which are Gucci's worldwide standard entrance door type, have bottom rail proportions similar to the existing doors. Since the doors are recessed from the sidewalk building line, are dark in color and are constructed from materials o f high quality, finish and durability we consider that they in are keeping with the character and history of the neighborhood. The sign treatment and paint color are similarly appropriate - restrained in appearance and respectful of the building's character. B. The proposed alterations to the East Hopkins Ave. storefront are outlined as follows: a) Replace existing clear-finished and painted wood and glass door and large painted wood window with new painted wood and glass door, transom and window Profile and detailing of storefront to match the existing S. Galena St. storefronts. Paint to be PT-3A, pulls to be MT-3. b) Install polished stainless steel Gucci sign OVIT-1), pin-mounted on transom above door and lit from above by lighting concealed in existing painted wood soffit above entry. The existing door and storefront are not original to the building (see photo board of pre-existing condition). We believe that the proposed facade treatment improves the overall harmony between the building's facades and that the scale of the proposed storefront window is more appropriate to a retail store. In addition to the above proposed alterations, Gucci may wish to erect awnings on both storefronts in the future. These would be of similar type to and would align with the adjoining existing awnings on the Brand Building. Gensler will rely on these notes as the approved record of matters discussed and conclusions reached unless written notice to the contrary is received by Gensler within seven calendar days of the issue of these notes.
