Aspen Planning & Zoning
August 26, 1968
Meeting was called to order by the Vice Chairman at 5:15 p.m. with the
following members present:
Vice Chairman George Heneghan
Mayor Robert Barnard
Francis Whitaker
Dale Mars
Also Present:
Building Inspector William Kestner
Absent:
Chairman William Tharp - excused
Councilman John Benninghoff - excused
Yvan Tache- excused
MINUTES
Whitaker questioned the motion in the minutes of August 13, 1968 relating
to approval of the plans for an office building with leased parking spaces.
Question was whether the motion actually passed when one member abstains,
2 voting aye and 1 voting nay.
Commission instructed the Secretary to check on this.
Barnard made a motion to approve the minutes of August 13th and 14th as
mailed. Seconded by Whitaker. Roll call vote - Whitaker aye; Barnard
aye; Mars aye; Heneghan aye.
BUILDING REVIEW
Artur Kuen - Garage - 802 East Cooper
Review Committee reported all zoning requirements had been met on the plans.
Commission instructed the building inspector to check and see how far the
building has progressed.
Barnard made a motion to approve the plans subject to inspection by the
building inspector to see how far the building has progressed. Seconded by
Whitaker. Roll call vote - Mars aye; Barnard aye; Heneghan aye; Whitaker aye.
Fasching House - Addition
It was reported these plans were not received in the building inspector's
office until late this afternoon. Building Inspector reported he had not
had time to completely check over the plans.
Barnard made a motion that these plans be processed in the usual manner
before consideration by the Commission. No second.
Vice Chairman Heneghan stated the Commission would like to give the Building
Inspector a couple of days to check over the plans and he would ask the
Chairman to call a special meeting to consider the plans.

Continental Inn - Addition
Problems discussed were the plans exceed the height limiation by 1'6",
plans call for 15 units but each unit can be divided into 3 units, curb
cuts too long and ingress and egress was not adequate.
Barnard stated he would like to take a look at the site before further
consideration of the plans.
Mr. Cantrup stated to the Commission part of the addition shown on the plans
would not be constructed at this time.
Barnard made a motion to not approve the plans because
detail on parking is not adequate. Seconded by Mars.

PARKING SITES
Commission agreed the motion made at the meeting of August 13, 1968 would
remain as the recommendation to Council plus the following motion.
Whitaker made amotion to recommend to Council on parking sites to have
one east and one west in a pair or one north and one south in a pair.
Seconded by Mars. Roll call vote - Whitaker aye; Mars aye; Barnard aye;
Heneghan aye.
DUPLEX
Two proposed definitions were submitted to the Commission by Jerry Brown
and Administrator Wurl. The proposal by Jerry Brown called for continuous
roof and at least one continuous external wall. Proposal by Leon Wurl called
for sharing one common wall to the extent of %.
Commission agreed the proposal by Jerry Brown was too open a definition.
Barnard made a motion to use Administrator Wurl's recommendation for the
public hearing and add 20%. Seconded by Mars. Roll call vote - Whitaker
aye; Heneghan aye; Barnard aye; Mars aye.
OFFICIAL SECRETARY
It was reported due to the termination of Joel Hartmeister's term on the
Commission, the Commission lacks an official secretary.
Whitaker made a motion that the by laws of the Planning and Zoning Commission
be revised to make a provision so that the existing secretarial arrangment
can continue without electing a secretary from the Commission membership.
Seconded by Barnard. Roll call vote - Mars aye; Heneghan aye; Whitaker aye;
Barnard aye.
CORRESPONDENCE
The laws from the State Statutes relating to Zoning Commissions was
submitted by the Secretary.

Administrator Wurl submitted to the Commission for each member to review
a pamphlet on the mall in Attawa, Canada.
Barnard made a motion to adjourn at 6:05 p.m., seconded by Mars. All in
favor, meeting adjourned.
