Study Session Aspen Planning & Zoning February ~, 1969 Meeting was called to order by the Chairman at 7:15 p.m. with the follow- ing members present: Chairman George Heneghan Mayor Robert Barnard Robin Molny Francis Whitaker Dale Mars ABSENT : Councilman John Benninghoff - excused Yvan Tache - unexcused Chairman Heneghan reported he had also invited the following guests: Frank DeCoty John Newman John Doremus Jack Walls Dan Gale Attorney Albert Kern Mr. Heneghan reported he would like to confine comments to the Commission invited guests. Mr. Molny stated the problem right now before us is the monolithic buildings. Suggested a compromise measure for a year till a controlled study could be made on the measures presently before the Commission. Mayor Barnard pointed out the first step is to formalize some proposal for Council to consider on the 24th of February and first of all the pro- blem is to define what it is we don't like. Mr. Whitaker suggested the Commission look at what is presently in the ordinance and State Statutes. Also stated he did not feel that we would have to raise the height limitation if we reduce the density. Density of population is the key note to the entire thing. Also if you depart from the Master Plan it will throw the entire Plan out of whack. May~m Barnard pointed out you cannot confuse density with scale, they are not the same thing. Both problems have to be treated s~parately. John Doremus pointed out the probme is in the C-l District and is it a problem of both use and appearance. As relates to use should bhere be dwelling units from the ground floor to the 4th storey. As to appearance are the buildings too long, too straight, too high. Mr. Doremus pointed out in Barnard's proposal he is just taking the same buildings and turning them from a horizontal postion to a vertical one. Robin Molny stated the floor area ratio FAR is the key. How much floor space doyou get for the land you owu. Set the building back as Barnard suggested and credit the builder with additional bonus for arcades and plazas. P & Z, Study Session, 2/11/69, continued. areas and study these areas and adopt a plan for each problem area in addition to the Master Plan. The floor area ratio has not been in existence in any area for any length of time, difficult to tell exactly how it would work to get usable open space. Mr. Doremus suggested considering using Planned Unit Development (PUD) for projects over 2, 3 or 4 lots. Different regulations for these PUD projects, the problem seems to be 1/2 or full block projects. Dan Gale pointed out open space comes from incentive zoning. Mr. Whitaker suggested putting in a maximum cubin footage size and require so many feet between buildings. Floating zones and interium zoning was discussed. Attorney Kern stated he had his doubts concerning interium zoning, to check out. Discussed the definition of a unit. Mr. Doremus suggested the Commission give this problem to a planner, density, to say come up with a definition of an unlimited unit. Mr. C. M. Clark stated he had worked with Barnard's proposal and it dees work out very well. At six stories you only cover 35% of thelot. Discussed the present requirement of 50% commercial space. Whitaker suggested covering the area with the first two floors and pull in as you go up from there. Mayor Barnard left for emergency call. Doremus questioned if the Commission had considered the envlope concept. Different regulations as relates to the location considering the view of the surrounding area. Chairman Heneghan pointed out the main thing people are screaming about if quality and this takes money. Mr. Whitaker stated as relates to set backs allow buildings to property line for 50' frontage or 50% of the street front whichever is lessor, with a miniumu of 20' set back. DeCoty suggest a 3 dimentional plan be adopted for the downtown area covering view, relationship to parking, mass etc. Molny made a motion that the Planning and Zoning request the hiring of a planner in writting immediately to develop a specific plan for the C-l, C-C and AR-l zones. Seconded by Heneghan. All in favor, motion carried. Discussed regional planner. Ken Moore stated the Pitkin Valley Assocation is interested in the density problem and would be willing to donate a planner for this. Also stated he did not feel planners would go for piece meal projects. C. M. Clark suggest the permit fees be planner. Mr. Clark also suggested the C-C and C-l zones and li~ the ~ei~t raised to pay the expense of a P & Z put Barnard's plan in the in the AR-l to 3 stories. Discussed the legality of open space as relates to public use and dedication to the City. Mr. Clark suggested the Commission use a little of each recommendation made to the Commission such as the 5% in Barnard's proposal, restriction on straight lines and going the site line scale. Mr. Walls suggested the local architects work out these proposals graphically. Commission agreed to meet next week Tuesday for another study session. Molny made a motion to withdraw his motion and Heneghan agreed to withdraw his second. All in favor, motion carried. Molny made a motion that the Commission request from City Council to hire a planner immediately to assit the Commission in this specific planning of C-C, C-l and AR-l. Seconded by Whitaker. Roll call vote - Molny aye; Whitaker aye; Mars aye; Heneghan aye. MOlny made a motion to adjourn at 9:45 p.m., seconded by Mars. All in favor, motion carried. C~.d::::~ Nl? 6
