Meeting was called to order by the Chairman at 1:40 p.m. with the follow-
ing members present:

Proposal for scale control, and ne~ght of buildings was submitted by
Molny, Walls, Sterling and Derrington.
Chairman Heneghan complimented Walls, Sterling, Derrington and Molny
for the tremendous work put into the proposal.
Robin Molny outlined the following proposal to the Commission:
PROBLEM

B. Lack of open space for public
C. Bonus incentives poorly defined
OBJECTIVES
A. More open space at ground level
B. More variety in shapes of buildings
C. Preserve as much sun and view as possible
D. Do not penalize the developer
E. Offer better bonus incentives
DEFINITIONS
Required Open Space - Open space from ground level to sky, not to be
used for vehicles, trash, storage, etc. (One
side open to a street)
Building Frontage - That portion of the front of the building
which is within 50% of the depth of the lot
from the front lot line.
Public Way - Open space from ground level to sky available
to the public and open on at least one side to
a street or arcade, not to be used for vehicles,

Incentives
For each square foot of public way, 5 square feet of floor
area may be added to the six story element.
For each square foot of arcade, three square feet may be
added to the six story element.
Bonus areas may be in the form of additional stories, not
to exceed ten stories.

Mr. Molny stated the four gentlement who worked on this proposal would
be attending the Council public hearing this date.
Discussed the hardship involved to existing builings. Molny stated he felt
the existing structures could appeal to the Board of Adjustment on the
basis of hardship.
Questioned was raised as to whether open space could be on the alley
i.e. Aspen Square. Commission agreed to amend the definition of open
space and arcade to include (one side open to a street).

It was pointed out this proposal pertains to only the C-l and C-C zones.
Mr. Mars pointed out he had talked to the fire chief and was told with
the present equipment the fire department cannot reach the top of 4
buildings in town at the present time. A truck necessary to reach a 10
story buiding would cost $90,000.
Molny moved to accept this proposal and recommend same to the City Council.
Seconded by Whitaker. Roll call vote - Mars aye; Barnard aye; Molny aye;
Whitaker aye; Heneghan aye.
Chairman Heneghan stated a request has been made by the Metro Sanitation
District as to the feelings of the Commission of the plans they have
proposed. Commission agreed to discuss this at the next regular meeting.
Subdivision Regulations - Barnard moved to recommend the subdivision
regulations proposed with the minor revisions on mountain subdivisions,
street paving and the placement of utilities, revisions submitted at a
later date. Seconded by Molny. Roll call vote - Molny aye; Barnard
aye; Whitaker aye; Mars aye; Heneghan aye.
Mars moved to adjourn at 2:30 p.m., seconded by Molny.
