Regular Meeting
Aspen Planning & Zoning Commission
June 25, 1968
Meeting was called to order by the Chairman at 5:05 p.m. with the following
members present:
Chairman William Tharp
Francis Whitaker
George Heneghan
Joel Hartmeister
Councilman John Benninghoff - absent
Also Present:
William Kester and Roger Mahnke - Building Inspection

BUILDING REVIEW
Mayor Barnard and Yvan Tache arrived
Holiday House - cAddition
Commission reviewed the plans and agreed the parking as shown would be
permissable with attendant parking.
Barnard made a motion to recommend approval to the building inspector of
the plans as submitted by the Holiday House. Seconded by Hartmeister.
Roll call vote - Barnard aye; Heneghan aye; Tache aye; Hartmeister aye;
Whitaker aye; Tharp aye.
Alps Mark III - Previously submitted
Attorney Clinton Stewart was present represen~ing the owners and request
the Commission review the plans excluding the objection raised at the last
meeting relating to the access road. Also stated an application had been
made to the Board of Adjustment in relation to the road and was heard by
the Board on June 21st. Board of Adjustment did not take action at that
meeting.
Barnard pointed out it would not be proper to review only portions of the
plans. It was also pointed out, the Planning and Zoning would have to take
action within 30 days or the plans would be automatically approved.
Heneghan made a motion to recommend disapproval to the building inspector
of these plans because of traffic circulation, access road, its affect on
neighboring property and the building exceeds the he~ght limitation.
Seconded by Barnard.

Attorney Stewart reported the height of the building was measured from the
road declared as a public road by the District Court.

Bavarian Lodge
Previously submitted plan of foundation, this submission included the
building to be used as living quarters and restaurant.
Comission reviewed plans, all in order.
Barnard made a motion to recommend approval to the building inspector of
the plans submitted by the Bavarian Lodge. Seconded by Tache. Roll call
vote - Tache aye; Heneghan aye; Barnard aye; Tharp aye; Whitaker aye;
Hartmeister aye.
Demco Construction - 11 unit apartment building
Hyman and West End Street
Plans were reviewed by the Commission, meets all requirements.
Tache made a motion to recommend approval to the building inspector of the
plans submitted by Demco Construction. Seconded by Whitaker. Roll call
vote - Whitaker aye; Hartmeister aye; Barnard aye; Heneghan nay; Tache aye;
Tharp aye.
Molly Gibson Lodge - Shed
Commission reviewed, no problems except for the present parking spaces filled
with lumber. Commission request the owner remove the material stored in
the parking spaces.
Hartmeister made a motion to recommend approval to the building inspector
of the plans submitted for a shed for the Molly Gibson Lodge. Seconded by
Barnard. Roll call vote - Hartmeister aye; Whitaker aye; Barnard aye;
Heneghan aye; Tache aye; Tharp aye.
Earl SchennUID - Garage
Barnard made a motion to reject the plans because the plans as submitted
were inadequate. Seconded by Whitaker. Roll call vote - Barnard aye; Tache
aye; Tharp aye; Whitaker aye; Hartmeister aye; Heneghan aye.
MAJOR STREET PLAN - Annexed Territories
Whitaker questioned if a major street plan should be adopted by the Commission
on annexed territories.
Roger Mahnke stated he did make a report at the time of the South Side
Annexation on the streets and roads in the area. Commission request copes
of the report be submitted to each Commission member.
Whitaker made a motion that the Commission obtain a
status of a major street plan as applies to annexed

PARKING DISTRICT
Whitaker questioned what had been done on this since an outline of legal
procedures had been requested by the Commission.
Barnard questioned if this is the route to follow. Administrator Wurl
pointed out his office is in the process of preparing a report covering
the entire problem of parking. Upon its completion it will be submitted
to the Planning and Zoning and the City Council.
LEASED PARKING SPACES - Standards
To be covered in the City Administrator's report.
SERVICE YARDS
Awaiting for definition from Jerry Brown.
C-2 ZONE - Revision in Uses
Proposed revision was submitted by Jerry Brown. Whitaker made a motion
to schedule a public hearing on revision of the uses in the C-2 Zone for
July 23rd, 5:00 p.m., City Council Chambers. Seconded by Heneghan.

Tache aye; Hartmeister aye.
Whitaker made a motion to adjourn at 6:05 p.m., seconded by Barnard.
