Study Session
Aspen Planning & Zoning
August 14, 1968
Meeting was called to order at 4:30 p.m. by Chairman William Tharp with
Francis Whitaker, George Heneghan, Yvan Tache, City Administrator Leon Wurl
and City Engineer Roger Mahnke.
The following were the 4 major capital outlay items agreed upon by the
Planning and Zoning Commission:
#1 - Parking Facility
#2 - Storm Sewers
#3 - Beautification program and malls
#4 - Parks, swimming pool, golf course and tennis courts.
The Commission agreed there were several items which needed to be studied
or further study as follows:
Water Rights
City-County Building or City Hall Building
Transit System
Fire Station
Acquire Gas Utility
Electrical Underground
Commission agreed a convention center should be at the bottom of the capital
outlay list.
Street Improvement Districts - Commission agreed the rema~n~ng paving in
town would be in the residential areas. Felt residential areas do not
require full paved width streets. Except for des~gnated major streets, they
do not need to be improved to the extent of full width curb and gutter.
Perhaps areas on each side could be left for walking, riding trails and
for bicycles. City Engineer Mahnke informed the Commission economically
you would have to put in curb and gutter to protect the paving.
Commission members stated by paving the streets the City has made them all
major thoroughfares.
School Crossings - Do not feel there is a need for additional school
crossings if the streets are not made into thoroughfares by wide streets of
pavement.
Sidewalks - This is being taken care of each year by sidewalk program and
also for new construction there is an ordinance calling for the construction
of a sidewalk.
Street Lighting - Only need would be in the residential areas. Fell addition-
al street lighting should be less intense or 0ther form of lighting used.
No mercury vapor.
Teen Center - This is practieally finished.
Meeting adjourned at 6:00 p.m. with all in favor.
