Aspen, Colorado
Gentlemen:
It is my opinion that the ordinance in effect on the date on which written
application for a building permit is made governs the issuance of that
permit.
Since the City ordinances provide that an application for a building permit
will not be accepted before approval of the plans and specifications under
the building review procedure, the ordinance in effect at the time the plans
are submitted is inconsequential.
