Regular Meeting
Aspen Planning & Zoning
April 26, 1967
Meeting was called to order at 4:40 p.m. with the followhg members present:
Chairman Benton
Sam Lum
George Heneghan
Mayor Barnard (excused absence)
Councilman McErchern (excused absence)
Francis Whitaker (excused absence)
Also present Building Inspector Mahnke and City Administrator Leon Wurl.
Chairman Benton stated there was a lack of a quorum, decisions would be made
at the next regular meeting.
Approval of minutes - Tabled
BUILDING REVIEW
Zep Brungs - Plans were approved excluding basement. Mr. Brungs decided
to build the basement and requested approval of same.
Chairman Benton stated all requirements had been met as reviewed by the Plan
Check Committee. Commission gave the Building Inspector tenative approval,
to be confirmed at the next regular meeting.
William J. Geary - Ski House of the Month - Calderwood.
Building Inspector Mahnke reported all requirements had been met as relates
to Building Review. Commission agreed to give tenative approval, official
motion at the next regular meeting.
OFF-STREET PARKING
Administrator Wurl was present and presented to the Commission the surveys
that were sent out and the following letter as read by Chairman Benton:
Dear Tom:
The following is a compilation of the parking questionnaire. There was a
total of 135 questionnaires mailed out to owners of property in the business
zone and lessees of business property. We have received 76 answers to the
questionnaires.
The following questions were asked and the figures represent the number of
answers yes, no and no answer. I have also indicated the percentage these
represent of the total returned.
1. Do you feel that Aspen has a parking problem? Yes, 62 or 81.6%; no,
11 or 14.5%; no answer, 3 or 3.9%.
2. Do you feel that the problem warrants a study as relates to underground
parkking or above ground parking structures? Yes, 58 or 76.3%; no, 12 or 15.8%
no answer, 6 or 7.9%.
3. Which would you prefer if the pr~ce were the same? Underground 57 or 75%'

above ground, 11 or 14.5%; no answer, 8 or 10.5%.
4. If off-street parking space was made available and you could utilize
your present off-street parking area for additional building, would you
be interested in leasing your required number of spaces in the parking
structure, using as an estimate $20 per month per space? Yes, 24 or 31.6%;
no, 22 or 28.9%; no answer 30 or 39.5%.
5. If youare not presently required to provide off-street parking because
your building was constructed previous to the passage of the ordinance,
would you support a parking district that would require you to provide
the prescribed number of spaces in an off-street parking structure using
as an estimate $20 per space per month? Yes, 13 or 17.1%; no, 25 or 32.9%;
no answer, 38 or 50%.
6. Because the land is publicly owned and because of its site, Wagner Park
is being considered for underground parking structure with the agreement
that after the structure was built that the top part of the structure would
be used for park. Do you agree with this choice? Yes, 56 or 73.7%; no,
12 or 15.8%; no answer, 8 or 10.5%.
Under general remarks on the questionnaire six people thought there would
be a time limit on parking in the downtown area. Two would walk 3 or 4
blocks before they would pay for space. Two thought the parking problem
is seasonal. Six felt that shop owners and businessmen use up the down-
town parking leaving little available for people shopping. Eleven thought
vacant lots in the downtown area should be used for above ground parking.
Two thought Wagner Park should be used for above ground parking, one for
winter only and the other said pave it and use it year-around. One felt
the problem could be solved by developing shopping centers outside the
congested area. Three people would like to have the downtown area converted
into malls with parking lots around the edges in various places.
Based; on this compilation and other information, I would appreciate very
much the Planning Commission submitting to the City Council its recommendation
relating to the parking structure.

Commission ro review the surveys and submit their recommendation to the City
Council by May 8th, City has to justify the necessity for off-street
parking before federal funds can be applied for. Tom Benton, Sam Lum and
George Heneghan to work as a special committee on this.
PLANNING & ZONING MEMBER
Chairman Benton stated Donald Copelin is interested and willing to work on
the Commission. Secretary instructed to no~ify City Council of the
recommendation of Donald Copelin.
ONE-WAY STREETS
Di~cussed angle parking on both sides of the street with 2 lanes of traffic
go~ng one way. Roger Mahnke to check with the City of Grand Junction as
relates to the degree of an Ie k'. .

streets, as outlined in the Master Plan, be instigated along with relocation
of Highway 82.
CITY ATTORNEY
Legal opinions required by the Planning and Zoning to be cleared through
City Administration.
SIDEWALKS
Administrator Wurl stated he would have some facts and figures for the
Commission by their next meeting.
Mr. Benninghof was present and stated he and other people will have a petition
ready for the Commission to consider on the sidewalks. Stated when this
began intended to have where sidewalks were placed changed in the ordinance.
Now the people do not want sidewalks at all, would like this repealed from
Ordinance it5.
Wurl stated the sidewalk ordinance has been in effect for one year, it was
not changed in Ordinance #5.
Commission agreed to hold this off till Mr. Benninghof would be back in town.
GAS STATIONS
Discussed if area along Main and Original Street were rezoned C-lA would
the present Sinclair and Texaco Stations be willing to relocate. Commission
agreed the two stations should be approached by the Planning and Zoning
before proposing this change.
Request by Wally Mills and Elay Corporation for rezoning along Highway 82.
Chairman Benton read letter to be sent to the County Planning and Zoning
opposing any rezoning of land adjacent to Highway 82 to permit commercial
uses. Recommend further study.
K. N. C. B. Moore was present arid recommended the Planning and Zoning
make further studies as to circulation, traffic etc. as outlined in the
Master Plan.
Sam Lum moved to adjourn at 6:35 p.m., seconded by George Heneghan. All in
favor, motion carried.
