Regular Meeting
Aspen Planning & Zoning
January 23, 1968
Meeting was called to order by Vice Chairman Whitaker at 5:30 p.m. with
the following members present:
Mayor Robert Barnard
Councilman Clyde Clymer
Sam Lum
George Heneghan (unexcused)
Lack of quorum
Also present: City Administrator Leon Wurl, Building Inspector Marvin
Reynolds, City Planner Jerry Brown and City Engineer Roger Mahnke.
Center Strip - Main Street - Letter was read by the Secretary from Banff
relating to a similar center strip. Discussed maintenance of the street
with the planter strip and traffic control. A plan was submitted by the
Secretary as prepared by Tom Benton.
Jerry Brown and Administrator Wurl recommended starting out with a 2 block
area/ making the strip of a permanent nature.
Vice Chairman Whitaker to make a recommendation from the Planning and
Zoning to Administrator Wurl. Letter from the Pitkin County Park Association
was read by Vice Chairman Whitaker requesting they be contacted on this
project. Mr. Whitaker to notify the Association to meeLwith Administrator
Wurl.
Vertical Zoning - A memo report was submitted by Jerry Brown. Mr. Brown
also stated he had further alternatives to make since the report was prepared.
#1 - Have 2 floors for commercial use. If this is adopted would recommend
extending the height limit so a person could go 4 floors.
#2 - 50% above street grade would have to be commercial use.
Discussed elimination of off-street parking as relates to vertical zoning
in the business district.
Planning Institute in Boulder - Vice Chairman Whitaker stated the Secretary
has the form if anyone desires to make it to the conference.
C-lA District - Jerry Brown stated he had the following alternatives since
so much objection was made on the first recommendation.
#1 - C-2 District including Original Street from Main to Cooper. At the
time this area was proposed the railroad had plans for a large shopping
center in this area.
#2 - Modify the present zoning ordinance so that the Board of Adjustment
would review the building plans as to whether they were detrimental
to the surrounding area.
#3 - Drop it entirely.
Mr. Whitaker suggested from Monarch to Galena and go North on either Mill or
Galena.

Mayor Barnard suggested Hunter and Spring to where Original meets Hopkins.
Letter of resignation from Donald Copelin was submitted.
Discussed the problem of a quorum. Whitaker suggested 4 for a majority
and passage would require 4 affirmative votes. Vice Chairman request this
be put on the next agenda.
Commission agreed to meet on Tuesday, January 30th due to lack of quorum
at this meeting.
Mayor Barnard made a motion to adjourn at 6:25 p.m., seconded by Sam Lum.
All in favor, meeting adjourned.
