PLANNING AND ZONING COMMISSION
Minutes of June 14, 1966 meeting
Meeting was called to order at 8:03 P.M.
Present were: Whitaker, Benton, Woodward, Walls,
McEachern, Absent.
Correction of May 24, 66 meeting regarding motion by Woodward
to approve and send off street parking ordinance (proposed) to
the City Council for action. Woodward moved to approve May 24,
minutes. Seconded by Benton, Motion carried
Buildingnreview:
1. Aspen Furniture Store, Block 99, Lots K & L,N & 0
Committee aproved drawings. Motion was made by Woodward
that they send drawings to Building Inspector with their
approval. Seconded by benton, motion carried.
2. Wallen Ski Lodge #2, Lots PQRS Block 100.
Committee report was favorable. Motion made by lBenton to
approve drawings and return to Building Inspector. Seconded
by Walls, motion carried.
3. A. H. Culbertson, Block 119, Lots K & L.
Committee report was favorable. Question by Whitaker as to
favorability of drawing. Motion by woodward to approve
drawing. Seconded by Benton. Motion carried.
4. Towne Place Apartmm:tl.ts, Block 41, Lot C.
Remodel and addition of second floor to North portion of the
building. Committee report is that parking is met at the
present but does not meet with parking for rest of existing
building. Motion was made by Benton that drawings be approved.
Seconded by Woodward. Motion carried.
5. Joseph & Maria Herczeg, Block 118, Lots H & I East Aspen Add..
Kitchen remodel and new construction of 2 new rental apartements
in the future. The kitchen remodel is the only part to be done
at this time. Committee report is favorable. Motion made by
Benton to approve drawings. Seconded by Walls. Motion carried.
Hank Thurston:
1. City Clerk says there is no recommendation from Planning
and Zoning for Tony Berumin Annexation concerning zoning. City
Council has approved Plat. City attorney will have an ordinance
for next meeting.
2. City Clerk needs items for Planning and Zonnig by Thursday
before City Council meeting on Monday.
Discussion followed on Berumen Annexation.
Mr. Whitaker moved that we make a recommendation to Council
that Berumen Annexation be zoned R-15, also that zoning and
annexation be don simultaneously. Seconded by Woodward.
Motion Carried.

Sign Ordinance - Committe will study Jerry Brown's proposed
changes and report back to Planningand Zoning Commissbn with
a new draft of proposed ordinance.
Pelletier plan _ Whitaker has taken a copy of the plan to
City Attorney and report pack to Planning and Zoning Commiss ion.
No repottreceived as yet.
Benton wants to push on this plan. Whitaker wants to wait until
we find out the legal matters and aso how the City can acquire
the parking. Benton says that if w wait for parking we will
not have the mall area at all. Whitaker doesn't want to get
in to arguments on this closing of streets. Benton asked to
have Whitaker get a report on street (closed) from city attorney
for next meeting.
South Annexation. ~tter sent to City Council with Planning
and Zoning cecommendation with reservations. Whitaker thinks
that the planning and zoning commission should stat:t to work on
our recommendation for the streets in this area. No word was
received from City Council on any action taken. We have to
have authorization to start engineering work.
Small Lots. Still with the City Attorney. City Attorney
suggested to write Estes Park.
Letters re parking as proposed and plans.
1. Walls suggested that if this letter is to go out to different
buildings then Commission should research all buildings and send all
letters at the same time. We should not send single letters
because the Commission will find itself in a diff~cult situation
and the property owner will feel that he is being discriminated against
Either the Planning and Zoning Commission whould work together or
forget the letter.
Hank Thurston suggest that this will come from the Building Inspector
not the Planning and Zoning Commission but the action should be
comprehensive and sure of the violation.
Whitaker does not want to go through files, but would check projects
after the list is composed.

problem. Problem now exists because with the parking of taxis on
the property it is an extension of a nonconforming use. What do we do
now. Another problem which is similar, is the Avis Rent-A-Car
business being operated out of the Lodge. Lefty Brinkman is the
owner. Whitaker asked Hank what the planning and Zoning can do
on these two problems to back him up? Hank suggested we talk to
these people first.

Amelias Sign. Hank is not sure that this sign is in violation.
Amelia has not obtained a sign permit. Whitaker said that Hank
should refer this situation tothe City Attorney and let her
handle this matter.
Letter from Building Inspector suggesting closing streets and
using same for parking. Whitaker read this letter to the Com-
mission dated June 10, 1966. Hank thinks that the Planning
and Zoning Commission should be constructive and do something.
Suggestion that revenue can be made on these parkaing areas byusing
parking meters. Suggestion tha
Whitaker wants to see how th is parking works. Whitaker says that
he can never rember a communication from the City Council to the
Planning Commission.
Copy of a letter from Aspen Institute to pitkin County Planning
and Zoning Commission concerning delay by the County in approving
Master Plan until the arterial by pass is deleted from the Master
Plan.
Meeting adjourned at 9:56 P.M.
