REGULAR MEETING PLANNING & ZONING August 23, 1966 Meeting was called to order by Chairman Francis Whitaker at 8:07 p.m. with members Tom Benton, King Woodward, Jack Walls. Absent William McEachern. Others present were Planner, Jerry Brown; Mayor, Robert Barnard; Building Inspector, Henry Thurston. Mr. Whitaker explained the approval of the minutes of July 25th had been held up pending the presents of Jack Walls, Secretary. Mr. Whitaker outlined the revisions. Tom Benton made a motion to approve the minutes of July 25th as revised. Seconded by Jack Walls. All members in favor, motion carried. Tom Benton made a motion to approve the minutes of August 9th as corrected. Seconded by Jack Walls. All members in favor, motion carried. BUILDING REVIEW Mr. & Mrs. Robert Kavanaugh: Block 24, Lots K & L, 9 Unit Apartment House. Committee reports to approve the plans. plans approved. approval of the plans. Seconded by Jack Walls. Tom Benton made a motion All members in favor, TITLE XI Mr. Benton outlined the relationship of the Master Plan Zoning Report to the Cities present zoning ordinance. The sign ordinance would have to be broken down into each subsection and the parking ordinance would be a separate section. Discussed writing ordinance to include all zoning classifications called for by the Master Plan for the City of Aspen. Mr. Benton was instructed to have a rough draft in ordinance form for the Committee's consideration at the next meeting on Title XI. CONTINUED PLANNING PROPOSAL A letter from Jerry Brown was read by Mr. Whitaker outlining the scope of services and contract fee. Fee for one year would be $6500.00 to be split by ; the City, <:~"Rt"y and State. Jack Walls stated there are still funds left from Project #701 which will be returned to the City, County and Institute amounting to approximately $1546.00. Mr. Benton made a motion to write a letter to Council recommending the services of Jerry Brown, and use the money left from the original planning project to help defray the costs. Continued, Minutes, August 23, 1966. SIGN ORDINANCE Committee reviewed the rough draft of the sign ordinance and upon recommendations of Jerry Brown changes were made. Committee instructed Tom Benton to have the City Attorney draw up the final ordinance for the committee's consideration at their next meeting. Mr. Whitaker read letter from State Planning requesting information of the Planning Commission memeers. Secretary to handle. AMENDMENT TO ZONING AMENDMENTS Mr. Whitaker readletter from the City Attorney outlining a change in notifying property owners for rezoning of property. Discussed only property owners being notified, and those within 300'. Mr. Brown stated he would check out the State Statutes to see if both the City Council and Planning and Zoning Commission are required to send notices. EXPANDING BUSINESS DISTRICT - General Discussion. The following items were discussed: 1. Restrictions on the expansion. 2. Influence on the present downtown area. 3. Time element 4. Multiple usein one building. 5. Commercial and industrial zoning. \ \ Meeting was adjourned at 10:25 p.m. with all members in favor. Recording .
