Regular Meeting Aspen Planning & Zoning September 13, 1966 The meeting was called to order by Chairman Francis Whitaker at 8:10 p.m. with King Woodward and Tom Benton. Others present: Building Inspector Henry Thurston, Mayor Robert Barnard, City Engineer Roger Mahnke. King Woodward made a motion the minutes of August 23rd and 30th be approved with the following correction in the minutes of August 23rd. Fee for one year would be $6500.00 to be split by the City and State. Seconded by Tom Benton. All members in favor. Motion carried. BUILDING REVIEW Benton Pot Shop - Block 95, Lot F - Commission reviewed plans. Jack Walls arrived. Jack Walls made a motion the plans for the Benton Pot Shop be approved. Seconded by King Woodward. Tom Benton disqualified him~lf. Remaining members in favor. Motion carried. Cowenhoven Building - Block 95, Lots A,B,C,D - Remodeling of existing building with additional 900' which includes a covered mall. Discussed the covered mall being open space. Plans did not show 10' access to the alley which was added. King Woodward made a motion NOT approve the plans due to a lack of adequate 10' of open space. Seconded by Francis Whitaker. All in favor. Question was raised if the Chairman can second a motion. Mr. Whitaker withdrew his second. Motion seconded by Jack Walls. All members in favor. Motion carried. Mr. Whitaker appointed Mr. Walls and Mr. Benton to work on the definition of open space. Harold Rowland - Block 87. Lot S - Addition to Bakery. It was decided the curb cut would not be necessary, access from the alley would be sufficient. King Woodward made a motion to approve the plans. Seconded by Jack Walls. All members in favor, motion carried. Mr. Whitaker appointed himself and Jack Walls to prepare a form to be used in reviewing the plans. Aspen Shop - Block 89, 17' center of Lot A - Moving from one location to another within same building, increase space by 200 sq. ft. Discussed this small a change not required to provide parking and future similar expansions. Tom Benton made a motion to approve the plans with the following condition to be written on the plans, upon future expansion this 200' addition shall apply as an increment of the parking requirement. NOTICE OF PUBLIC HEARING Mr. Jerry Brown's memo was submitted outlining procedures of notifying property owners as relates to zoning. The Commission agreed to table this till the next regular meeting. MOUNTAINEER Commission asked Mr. Thurston what has happened with the Mountaineer since the Commission's letter dated July 19, 1966 was sent to the Mountaineer. Mr. Thurston stated one building has been moved to a temporary location and he has issued a conditional certificate of occupancy for the new part. Mr. Thurston stated he felt the mans intentions are honorable in trying to comply with the Commission's request that he provide off-street parking. Commission deciaed not to take further action at this time. The man has offered the old buildings for sale. CORRESPONDENCE Commission again decided to appeal to the City Council for action against Little Percent Taxi, diagonal and parallel parking on Hopkins as referred to in Planning and Zoning's letter to Council dated July 19th. Secretary instructed to write letter to the City Council. Correspondence from City Council as relates to clarrification of contract fee for Jerry Brown and the approval of Bullocks projected sidewalk cover. Mr. Jack Walls explained to Mayor Barnard the contract fee for Jerry Brown would be paid 1/3 by the City and 2/3 by the Federal Government. Mr. Brown had stated to Mr. Whitaker a letter of approval would be sufficient to draw up a contract. Commission reviewed Mr. Berumen's plot plans. Discussed if this should follow the procedures of the subdivision regulations. Mr. Whitaker to check this out with the City Attorney. TITLE XI The rough draft of Title XI was submitted and outlined by Tom Benton. Commission decided to hold a special meeti,g September 20th for further study on Title XI. Tom Benton made a motion to hold a special meeting Tuesday, September 20th at 8:00 p.m. to study the rough draft of Title XI. Seconded by Jack Wals. All members in favor.
