Galena, Second Reading, Public Hearing Date: August 14, 1989 SUMMARY: The Planning Office recommends approval of Ordinance #49, Series of 1989 on Second Reading, which combines three Landmark Designations in one Ordinance. The applicants for 430 W. Main and 406 W. Smuggler have applied for the $2,000 Designation Grant. LOCATIONS: 430 W. Main St., Lots K, L, and M, Block 37, City and Townsite of Aspen 406 W. Smuggler St., Lots P & Q, Block 33, City and Townsite of Aspen and Lots 16 and 17, Block 33, Hallam's Addition to the City and Townsite of Aspen 210 S. Galena St. (The Webber Blocks, a/k/a Elks Building), Lots K, L, and M, Block 94, City and Townsite of Aspen APPLICANT: 430 W. Main St. - Glenn A. Beck 406 W. Galena St. - The Elks Club #224, represented by Ed Irwin APPLICANT'S REQUEST: Historic Landmark Designation (Note: A Landmark Designation grant of $2,000 is also being requested by the applicants of 430 W. Main and 406 W. Smuggler), which should be granted by Council at second and Final reading of the Designation Ordinance. HISTORIC EVALUATION RATING: 430 W. Main St. - '13" 406 W. Smuggler St. - "3" 210 S. Galena St. - Exceptional These historic properties will become Aspen's 96th, 97th and 98th Designated Historic Landmarks respectively. PREVIOUS COMMISSION ACTION: All three structures have received f HPC and P&Z recommendations for designation during meetings in June and July, 1989. HISTORIC LANDMARK DESIGNATION STANDARDS: The Standards for Landmark Designation are found in Section 7-702(A) of the Land Use Code. Any structure or site that meets one ( 1) or more of the standards may be designated as a Historic Landmark. Staff finds that the following criteria is applicable to the historic resources as noted below: 430 W. Main St. - Standard A. (Historical Importance), Standards E. (Neighborhood Character) and F. (Community Character). 406 W. Smuggler St. - Standard E. (Neighborhood) and F. (Community Character) 210 S. Galena St. - The Webber Block meets all six Standards, and is currently in the process of being nominated to the National Register of Historic Places Standard A. Historical Importance: The structure or site is a principal or secondary structure or site commonly identified or associated with a person or an event of historical significance to the cultural, social or political history of Aspen, the State of Colorado, or the United States. Response: 430 W. Main St.: Although we find that 430 W. Main is not "commonly" associated with a person or event of historical significance, in our research we have discovered the following interesting historical facts that relate to and meet this review Standard: a. The parcel was original owned by B. Clark Wheeler, town founder and the earliest "Wheeler" entrepreneur b. Referred to as the "M. 0. Berg" residence, it was originally constructed in 1892 at a cost of $5,000.00. Mr. Berg was the proprietor of The Mint (a saloon) in downtown Aspen. "At The Mint you could find the best wines, liquors, beer and cigars". Mr. Berg came to Aspen in 1885. c. The Beck family has owned the property since 1945. 210 S. Galena St.: The Webber Block was considered the third most important structure in value to be built in Aspen during the silver mining era. It was built for $40,000 by Henry Webber, who came to Aspen from the east as a shoe and 2 boot merchant. As his business grew, so did his prominence in the community. Webber was also responsible for the construction of his home, Pioneer Park (400 W. Bleeker) and the Webber Building (now the Isis Theatre). 210 S. Galena was the location of many of Aspen's service-oriented businesses, including the 1892 Aspen National Bank, Allan's Drug Store, attorneys, engineers, etc. The Post Office was located here from 1926-1959. The Elks purchased the building in 1912 for back taxes. Standard B. Architectural Importance. The structure or site reflects an architectural style that is unique, distinct or of traditional Aspen character. Response: 210 S. Galena St.: The Elks Building has long been considered one of Aspen's finest Victorian-era structures, massive in form and material, eclectic in design, and unique in detail. The Elks Building is a significantly distinct historic resource to Aspen's Commercial Core Historic District, and a visual landmark since its construction. Traditional Aspen materials (red brick and Peachblow sandstone) speak clearly to its heritage. Standard C. Architectural Importance. The structure of site embodies the distinguishing characteristics of a significant or unique architectural type or specimen. Response: 210 S. Galena St.: While traditional in Victorian massing and form, this structure embodies unique eclectic details making it one of a kind! The prominent corner entrance, topped with a projecting turret and corner dome with balustrade, and the lunette arch centered at the west elevation parapet are element which best illustrate the structure's unique style. The masonry craftsmanship is excellent; unique brick detailing (corbeling and "checkerboarding") appear between the upper floors at the predominant southwest corner. The cornice and parapet detailing are also significant details. The structure is a three-bay design, with a balanced fenestration pattern to enhance each bay and provide the upper floor rhythm. The storefront design is relatively unchanged, with the exception of the new windows recently installed for the main floor Esprit retail space. Standard D. Architectural Importance. The structure is a significant work of an architect whose individual work has influenced the character of Aspen. 3 Response: 210 S. Galena: We find the historic Webber Block clearly meets this standard. The structure was designed by architect William Quayle, who also designed the Italianate Pitkin County Courthouse, two of Aspen's most significant historic resources. It is interesting to note that both interiors have also remained relatively unaltered in 100 years. Standard E. Neighborhood Character: The structure or site is a significant component of an historically significant neighborhood and the preservation of the structure or site is important for the maintenance of that neighborhood character. Response: 430 W. Main St.: The Main Street Historic District, established in 1975, is considered as one of Aspen's most significant historic districts, primarily due to its high visibility and entrance to town. This structure is located within the context of this district, and is a contributing factor to its overall integrity. The preservation of this historic structure is a critical element in the continued integrity of the "Main Street" historic character. 406 W. Smuqqler: Located immediately adjacent to the proposed Hallam Lake District, 406 W. Smuggler is next to another designated landmark structure, and within a block containing two additional historic resources. The Planning Office finds that the preservation of this cottage is a critical element in the continued integrity of the West End neighborhood's historic character. The structure has received some modifications over the years to the front and rear, yet retains many of the original architectural elements and scale. 210 S. Galena St.: The Commercial Core Historic District's integrity consists of magnificent structures such as the Webber Block. Aspen's very image is founded on these irreplaceable historic resources. We find that the preservation of this building speaks to the heart and soul of our community, and are very encouraged with the pending renovation plans. Standard F. Community Character: The structure or site is critical to the preservation of the character of the Aspen community because of its relationship in terms of size, location and architectural similarity to other structures or sites of 4 historical or architectural importance. Response: 430 W. Main St.: The Inventory file in the Planning Office states that the structure's architectural significance lies in its representation of a "type, period or method of construction", and that it contributes to the significance of an historic district. Staff finds this structure is representative of Aspen's early mining era and illustrates the family/home environment and life styles dominated by the silver mining industry. 406 W. Smuqqler: The Inventory file in the Planning Office states that the structure's architectural significance lies in its representation of a "type, period or method of construction". Planning Office records indicate the structure was relocation of the present site from its original located at 7th and W. Hopkins in 1973. We find that even though the structure's historical significant has been diminished due to this relocation, it is representative Of Aspen's Mining Era, illustrating the family/home environment of the average citizen in Aspen which was then dominated by the silver mining industry. 210 S. Galena St: Aspen's Commercial Core has a distinct character which is unmatched by most other resort communities. Galena Street contains eleven of Aspen;s most significant historic resources, their preservation is essential to the character, image and vitality of our entire community. The Planning Office commends each applicant for seeking Landmark Designation, and encourages the sensitive and careful renovation of these structures to insure their preservation for decades to come. DESIGNATION GRANT APPLICATIONS: Both of the applicants for the residential structures at 430 W. Main and 406 W. Smuggler have requested a designation grant in the amount of $2,000. The funds are proposed to assist in the costs of exterior maintenance and repair. The provision of the Land Use code, via Ordinance 42, Series of 1987, allows designation grants for historic residential structures rated "4" or "5"; a maximum of ten (10) grants per year. So far this year only two designation grants have been made, with less than six (6) grants expected in total. Both of these structures are currently rated "3". Both applicants have stated their interest in utilizing the funds for renovation, precisely the intended use for this incentive program, and are 5 very supportive of the historic preservation program in general. The HPC supports all incentives for historic preservation, and the Planning Office feels strongly that in the spirit of this incentive provision, designation grants should be awarded to these two applicants. WHEREAS, Glenn A. Beck, as owner of the real property described as 430 West Main Street, Lots K, L, and M, Block 37, City and Townsite of Aspen; Christie Ann Kienast, as owner of the real property described as 406 West Smuggler Street, Lots P & Q, Block 33, City and Townsite of Aspen and Lots 16 and 17, Block 33, Hallam's Addition to the City and Townsite of Aspen; and The Elks Club #224, as owner of the real property described at 210 South Galena Street, Lots K, L, and M, Block 94, City and Townsite of Aspen, have filed an application for historic landmark designation pursuant to Section 7-701 of the Land Use Code, and WHEREAS, the property at 430 West Main Street was listed in the 1980 Inventory of Historic Sites and Structures, as amended in 1986, and has received the historic evaluation rating of "3'I; the property at 406 West Smuggler Street was listed in the 1980 Inventory of Historic Sites and Structures, as amended in 1986, and has received the historic evaluation rating of "3"; and the property at 210 South Galena Street was listed in the 1980 Inventory of Historic Sites and Structures, as amended in 1986, and has received the historic evaluation rating of "Exceptional"; and, WHEREAS, the Historic Preservation Committee recommended historic designation for 430 West Main Street and 406 West Smuggler Street at a duly noticed public hearing on May 24, 1989, and recommended historic designation for 210 South Galena Street at a duly noticed public hearing on June 14, 1989; and, WHEREAS, the Aspen Planning and Zoning Commission recommended historic designation for all three structures at a duly noticed public hearing on July 5, 1989; and WHEREAS, City Council wishes to pursue those recommendations and complete the designation process. NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That the property at 430 West Main Street, described as Lots K, L, and M, Block 37, City and Townsite of Aspen; and the property at 406 West Smuggler Street, described as Lots P and Q, Block 33, City and Townsite of Aspen and Lots 16 and 17, Block 33, Hallam's Addition to the City and Townsite of Aspen; and the property at 210 South Galena Street, described as Lots K, L, and M, Block 94, City and Townsite of Aspen, be granted H, Historic Landmark Designation. Section 3 That the Planning Director shall be directed to notify the City Clerk of such designation, who shall record among real estate records of the Pitkin County Clerk and Recorder's Office a certified copy of this ordinance. Section 4 That if any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof. The Elks Club will be relocating to the third floor; the remainder of the building's use will remain virtually the same. PROCEDURE FOR REVIEW: Landmark designation is a three-step process, requiring recommendations from both HPC and P&Z (public hearing at P&Z level), then first and second reading (public hearing at Final reading) of the designation ordinance by Council. The Elks Building was completed in February 1891, and was then known as the Webber block, after its owner, Henry Webber, who was to become mayor of Aspen. It was sold in 1892 to a group of investors which formed the Aspen National Bank. It was then known as the Bank Building until it was purchased for back taxes by the Elks in 1912. The Aspen Post Office was located in the current Espirit space from 1924 to 1959 and by virtue of its central location was a very popular meeting place for locals. The Elks Building is of brick and Peachblow sandstone construction, designed by architect William Quayle, who was also the architect of the County Courthouse. When completed, the building was thought to be third in value in the city, behind the Wheeler Opera House and the Hotel Jerome. The exterior of the building has changed remarkably little as witnessed by the series of photographs attached.
