Aspen Planning and Zoning
September 20, 1966
Meetigg was called to order by Chairman Francis Whitaker at 8:10 p.m.
with members Tom Benton and King Woodward.
Others present were Jerry Brown, Planner, Councilman David Stapleton,
Mr. Tony Berumen, Mr. Ted Gordon.
Chairman Whitaker stated there was not a quorum, this special meeting
was called for study of re-drafting of Title XI.
Chairman Whitaker informed Mr. Brown, the City Counci~ has approved
his contract.
The Commission reviewed C-l and C-2 zoning classifications. Discussed
if uses permitted in these classifications should be spelled out or
those exluded should be spelled out. Mr. Brown suggested the Commission
put in those that are allowed or permitted.
Members, Mayor Barnard and Sam Lum arrived.
Chairman Whitaker read a letter from Attorney Gaylord notifying the
Commission of the appointment made by the Mayor of Sam Lum as the
Administrative Official to the Planning and Zoning Commission. Letter
also stated the ex-officio members may vote on motions made by the
Commission.
Chairman Whitaker stated he would get an op~n~on from the City Attorney
on whether or not the Planning and Zoning has the authority to approve
conditional uses or is this a function of the Board of Adjustment.
Jerry Brown stated he would like to work the C-l and C-2 classifications
over and send this to Tom Benton.
Commission requested this Title XI be in ordinance form by the next
meeting so the Commission could set the public hearing date.
Discussed if a ratio plus maximum building height in the B-District
should be in the new ordinance. Draft calls only for a maximum height
of 25' in the C-l and 37-1/2' in the C-2. Commission decided they
would leave the ratio of 2-1/2 to 1 in the new ordinance plus a
maximum height of 37-1/2', Section 11-1-6 (j) in the City Code Book,
S upp lemen t 112.
Mr. Brown and Mr. Benton stated they would have this in ordinance form
by the next meeting also some indication as to where the C-l and C-2
classifications will be. The sign ordinance will be ready at the same
time.
Discussed off-street parking. Mr. Brown stated he would like to see
the City purchase land and proceed with above ground parking, also in
more than one spot. Mayor Barnard stated the City is working on a grant
for underground parking at Wagner Park. Discussed if the Commission
should recommend to the Council to set aside certain funds for off-
street parking, approximately $12,400.00 in the 1967 budget.

Discussed using Hunter and Mill Streets as one way streets. Mr.
Brown suggested they wait till Spring, also did not feel the City was
ready for one way streets as yet.
Mr. Benton stated to the Commission the Mall will be accepted by the
surrounding property owners only if the Mall is modified with one
way traffic, and 2 loading zones.
Mr. King Woodward made a motion to adjourn at 10:00 p.m. Seconded by
/~or Barnard. All in favor, meeting adjourned.
