Regular Meeting Aspen Planning & Zoning March 8, 1967 Meeting was called to order at 4:30 P.M. with the following members present: Chairman Tom Benton Mayor Robert Barnard Councilman Wm. McEachern Francis Whitaker Mead Metcalf George Heneghan (Sam Lum - Escused Absence) Also present City Administrator Leon Wurl, Building Inspector and Engineer Roger Mahnke and Councilman David Stapleton. MINUTES - Francis Whitaker made a motion to~prove the minutes of the pre- vious meeting. Seconded by Mayor Barnard. All in favor, motion carried. PARKING - Discussed acquiring several locations at present for surface parking, later go underground or up. Administrator Wurl stated surface park- ing is unfeasible as relates to removing snow, maintenance costs and cost of developing three locations would be higher than one large one. Council would rather have Planning and Zoning concentrate on the one area of under- ground parking under Wagner Park. Chairman Benton stated under Wagner would cost 2 to 2-1/2 million if every business were assessed per foot would be only $240,000. Commission agreed to have Roger Mahnke figure the number of parking spaces which would be required b the present businesses. Commission also agreed to talk with the bus company and car rental agencies as to their using space and to meet again Wednesday March 15th at 4:30 to discuss this further. BUILDING REVIEW - 7th & Bleeker, 21 Unit Motel - Block 99 Plans were submitted and returned to the Building Inspector. Incomplete plans and insufficient parking. Chairman Benton appointed Francis Whitaker and George Heneghan on the Plan Check Committee. SUBDIVISION REGULATIONS - Building Inspector and Engineer Mahnke stated he felt the streets should be paved by the subdivider, would be less cost to the City on intersections, less maintenance and better drainage. Right of way in a residential area is not always paved, used for parking. Would also help to differentiate a residential area from a commercial area. Commission agreed to table this for further discussion with Administrator Wurl. Berumen Subdivision - Mahnke stated he felt Mr. Berumen had complied with all that was required and his subdivision was approved. Mr. Berumen is willing to pave his streets as required per subdivision regulations upon the signing of the subdivision plat by the Planning and Zoning Commission. MALLS & TRAFFIC CIRCULATIONS - Problem with parking would have to be solved first. Francis Whitaker moved to adjourn at 5:45 p.m., seconded by George Heneghan. Public Hearing Aspen Planning & Zoning March 8, 1967 Public Hearing on zoning of the South Side Annexation was opened by Chairman Tom Benton with member Sam Lum present at 8:00 p.m. David Barbee was present, owns lots 1 thru 22 in the Ea.mes Addition. Request this area be zoned C-l due to height limitations in the AR-l. Would like to build a lodge with 4 stories. Chairman Benton stated this would be taken under advisement.
