MINUTES CITY OF ASPEN PLANNING AND ZONING COMMISSION May 24, 1966 Present were: Whitaker, Benton, Walls, Woodward Others present were: Thurston, Metcalf, Mularz, Patterson, Fleisher. Meeting called to Order at 8:08 P.M. Motion was made by Benton to approve minutes of last regular meeting. Seconded by Walls; Motion carried. Building Review: Lodge for Gil Colestock: Motion by Benton to return drawmngs to Building Inspector with committee report stating whj plan is not acceptable. Seconded by Walls. Motion carried. ESCO Corporation Apartments Lots N & 0 Block 37: Motion was made by Benton to approve pans and return to Building Inspector with report. Seconded by Walls. Motion carried. Report on Small lot ordinance was postponed until the arrival of King Woodward. South Annexation Discussion followed regarding proposed street above Summit Street running east and west, problem being the grade of Aspen Street being to steep for vehicle access to East West Street. Motion was made by Walls that street proposals of South Annexation appear to be in good order except for proposed street above Summit Street running east and west connecting Aspen, Monarch and Mill because of grade problem. These street extensions and proposed new street should be given e extensive study before finalizing. Seconded by Benton. Motioncarried. Off Street Parking Ordinance: a. Discussed proposed change in proposed ordinance: Motel, Hotel, Lodge --- 2 spaces any increment of 3 units, Less than 3 units shall be 1 for 1 basis up to another 6 units. b. Assembly areas: Less intensive uses - One space/SOO sq.ft. c. Assembly areas Intensive use - 1 space /250 sq.ft. d. Location insert parking for any dwelling, hospital or school must be located in the same building premises and under same ownership as the principal use Delete _ Parking district clause. 99 Page 2 May 24, 1966 MEETING PLANNING AND ZONING COMMISSION Discussion progressed as to the validity of an off street parking ordinance persay period. The present problem and future problems cannot be solved as it stands at present. It was suggested by Mr. Whitaker that this new ordinance be passed and recommended to the Council, also with a recommendation for a parking district. Motion was made by Woodward to approve proposed Ordinance for off street parking with changes. Seconded by Walls. Benton,no; Whitaker, yes; Walls, yes; Woodward, yes. Motion carried. Small lot clause: Report on small lots was read by King Woodward. Mr. Whitaker will review same with the City Attorney. Sign Ordinance and letter to parking violators is postponed unitl next meeting Minutes concerning the Mountaineer Lodge was read. Discussion followed as to whether the owner is in violation of the zoning ordinance. Whitaker suggests that Hank talk to owner and say that he should also provide the parking spaces for the new units that have been finished and occupied. Discussion of plans of the limelite, Ullr, Chatelet, Snowflake and Mountaineer regarding the off street parking as shown on the plot plans. Woodward moved that they review all plans approved under Building Review for compliance with off street parkin g requirements. A letter to the Snowflake Lodge by the City requesting compliance w~th off street parking. Seconded by Benton. Motion carried. Meeting adjourned, 11:02 P.M.
