PUBLIC HEARING #11 on the Aspen Area Master Plan
April 4th, 1966
Members of Board present:

Jerry Brown - Planner, Leo A. Daly Company
Meeting was called to order at 8:00 P.M.
Speakers were as follows:
Mr. C. L.. Clark- He says he is for density control.
He is against density section and most especially patio,
row house, multi family, boarding and rooming accompdafioBs
dwelling types under the accomodations/recreation, Urban and
also central commercial.
Jerry Brown answered.
Luke Anthony - He says that we now have density control
in tourist zone; Height and setbacks, off street parking,
give density control. He aoesnt think that density control
ordinances are necessary.

Jerry Brown Answered _ This could be done, but it would
break down because of auto traffic.
Joan Neylans - Would like to see more study given to
transportation. She likes the tramway connecting the Ski
Areas.
Glen Paas - Questions one car for every 4 pemple. He thinks
there should be high density in the downtown area.
Dick Parker - Bed capacity increased so service capicity is also
increased.
Pat Henry Lots vacant, he would like to see buildings and
these lots-taken care of rather than see lots vacant and
have them dumps. He says present proposed density is
economically impossible
Hans of Aspen _ asks why density. Wanted to poll commission
members as to why they would want density.
Nancy Gargel _ Density control will reduce the town.
John Wicks _ Density will not be economically feasible.

Rob Roy _ Where were the people that were here in 18937 ~e
doesnt think that spreading ;out the people is good. He thinks
that higher density should be located in Business Zone.
James Moore _ Business _ What can be done with these lots for
developement7 Can you have mixed uses~
Bud Strong _ Wont this cause congestion with mixed uses.
Dean Billings _ He said there are too many people in the town now.
Get rid of the Automobiles.
Mike Dobbins _ Agrees with the Density. He endorses the plan.
Henry Stein _ A member of the original Planning and Zoning
Commission. _ Feels that zoning works only if people want it
to work. He feels that if the issues are important Einough they
will be solved community wise, and not by changing the plan.
C. Clark _ Density is a severe change at this time. Low cost
housing cannot be done on the new density.
Joan Neylan _ feels that we are more interested in the year
round resort than those who might be interested in bieng within
a quarter of a mile from the lift. She feels that the summer
people come here because of the wide open space and feels that
without density control we loose this.
Hank Thurston _ doesn't think that the 750" of land/D.U. has
peen properly explained. He would like to give clarification.
He feels P & Z should aefime what a dwelling unit is.
Rob Roy _ Thinks that set backs, heights and off street parking
offer density control.
Bill Dunaway _ He feels that Rob Roys 10-2 bedreoom apartments
on two l8tsis too dense.
Glen paas _ Why not expand business district to the west:
Hans of Aspen _ calls the City a cluster plan.
Luke Anthony_ He thinks we should bear in mind the desires
of the tourists.
Jerry Hobgood - As for the toui5t - we should not decrease
our qualities and values to obtain the tourists. She agrees
with limiting density of business and tourist zone.
Jerry Brown _ We would like to have a balance between these
too areas.
Pat Henry _ He thinks multiple use would cause more congestion
than lodges.

Stan Loriski _ wants to know khat the Planning and Zoning Com-
mission has in mind for the working people. Are they to be
cooped up in too small trailer courts, move to Basalt or Car-
bondale and drive to and from work everyday or is there something
in this plan for them.
Jerry Brown- The high density area, omitting tourist, trailers
etc. are classified an anmulti_family dwelling. He has provided
an area at smuggler mountain on reclaimed dumps for low cost
housing. Now it is up to the investors.
James Moore _ corrected earlier statemen~wants Block 74
and 75 added to the Business District. (West Half)
Hans of Aspen = Have you ever made a study of another tourist
area1 Have you studied the wants of the typical tourist.
James Moore _ Where is the additonal expansion of the Tourist
areas in the County? What would happen if you cut down the
tourist area in town?
Jerry Brown _ Tourist area shuilild depend on the Planning and
Zoning, and on need.

A Resolution for accepting Aspen Area Master plan was read
by Francis Whitaker.
King Woodward moved the Resolution be accepted; seconded by
Benton.
Discussion followed.
Council to inform of
the Resolution.
Commission proposed a letter to City
a report on the Public Hearings to accompany
Roll Call Vote to accept Master plan Resolution and send report
to aty Council.

Meeting adjourned.
