PUBLIC HEARING
CITY OF ASPEN PLANNING AND JDNING COMMISSION
Meeting was called to order at 8:07 P.M. at the District Court
room of Pitkin County Court House. (See notice of Public Hearing
on record in Planning and Zoning Files)
Planning and Zoning Members present were:
Francis Whitaker, Chairman
King Woodward
Jack Walls, Secretary
Thomas Benton
William McEache~
Mr. Whitaker opened hearing by reading Public Notice from Aspen
Times, and explaining that this was a City Hearing only and that
a separate hearing would be held by County Planning and Zoning
Commissipn at a later published date.
Meeting was turned over to Jerry Brown for presentation 0 f the
Master Plan. Jerry Brown explained that this was not an Ordinance
only a plan.
Meeting was turned back to Chairman for questions from the floor.
Letter was read from Aspen Institute objecting to a proposed
relocation of the Highway 82 through Hallam Lake adjoining the
institute property.
Mr. Harry Uhlfelder objected to cul-de-sac at Hallam street at
the corner of Highway 82.
Jerry Brown explained the reason for this cul-de-sac.
Mrs. Philip J. Schied was against one way streets, but she
approved of the cul-de-sac at Hallam Street.
Mr. C. M. Clark spoke against the low density units proposed
in Buiiness and Tuurist Zones.
Jerry Brown explained reason for density numbers.
Mr. Luke Anthony - against density units proposed.
Mr. James Moore - Started to:~ead a letter but it was for County
Planning and Zoning Commission. .
Mr. HCliI'rJl' Uhlfelder-Snowbunny Subdivision it would form a hard-
ship on the property owners, since duplex have been built in the
past.
Mr. Luke Anthony- wanted to know about R.M.D. Zone at the bend in
the Roaring Fork. would a complete plan have to be made for a
2 acre site.
Mr. James E. Moore wanted to have a little more time to look
over the plan.
J.l!'rry:.!tis'iilered that he should have been at the city citizens
advisory commission, and explained cooperative planning.
Mr. Moore - wanted to know why business zone was not expanaed
to the west.
Mr. Luke Anthony wanted to know how the master plan would be
adopted by t he Planning and Zoning Commission.

Mr. Robert O. Roy- Will this plan be coordinatid with the
County. HoWl'
Mr. Judge Shaw - Does the adopting of the plan make this law?
Francis read from the statutes.
Mr. Shaw asked if his property could be condemned for a parking
structure.
Mr. Whip Jones - Asked to have a commtitee to obtain a feasibility
report on the 750 square feet per dwelling unit.
Mr. Clymer - regarding the set back in the new industrial zone
at the airport. would we still have to maintain the established
setback.
Mr. Clymer asked if this could be changed; before highway is
changed?
Mr. Lapdkeck - Does the School District have the final selection
of a school site.
Mr. Brown answered that they would be asked to consult with the
Planning and zoning Commission but that the final decision would
be thiers.
Mr. Johesas ked - How do we change the master plan in the future?
Can this beput on the ballot for a public vote?
Mr. Anthony asked- What will the Planning and Zoning be doing
before we adopt the Master plan.
Mrs. Shaw - Why was the partic ular lots picked for parking area?
On what basis were these sites selected?
Mr. Brown explained.
Public Hearing closed at 10:54 P.~
Recess
Regular Busines meeting convened at 10 :59 P.M.
Mr. Walls moved that the Planning and Zoning Commission instruct
the City Attorney to draw up a proper resolution for the adoption
of the Master Plan by the Planning and Zoning Commission.
Motion was seconded by Benton; Motion carried.
A letter from Mr. Leon WUrl, City Administrator was read.(dated
March 8, 1966)
A special meeting was discussed for next week to meet wath Jerry
Brown to discuss problems and ask questions at 4:30 P.M. Tuesday
March 29.
Building Review:
Crystal Palace, Block 81, Lots K & L
Plans hav~ng been rev~ewed prev~ous to meeting by plan
check committee. Brought to vote to be accepted. Walls
abstained; Woodward, yes; Whitaker, yes; McEachern, Yes;
Benton, Yes.

Motion was made that plans be returned to ~Building Inspector,
by Benton, with recommendations that the plans not be approved
because parking requirements have not been met. Seconded by
Woodward. Motion carried by vote as previously written.
Walls Building Block 94 Lot D
Benton moved that plans be sent back to Building Inspector
due to the fact that off street parking spaces have not
been supplied. Seconded by Woodward.
Vote: Walls, abstained; Woodward, yes; Whitaker, Yes;
McEachern, Yes; Benton, Yes.
Note to be made that will correct minutes of August 16 meeting
to Bob and Carla Cutting lots to E and F Block 10~.
Berumen Annexation:
Mr. Berumen said that there is a survey prepared by Roger
Manke(City Surveyor) of the East Aspen Patent showing
established right-of-way, in this area. This will be
discussed with Jerry Brown at March 28, meeting. Building
inspector Henry.W. Thurston has the map.
Woodward moved that meeting adjourn at 11:30 P.M./motion
seconded and carried.
