Bleeker Street Dear Darryl; The Community Development Department has reviewed the proposal for a new window on the alley building at the DeWolfs property. The application is for a "Certificate of No Negative Effect," which may be approved by our Department if: a. It is determined that the activity is an eligible work item and meets the City of Aspen Historic Preservation Design Guidelines, and b. Any modifications to the proposed work requested by the Community Development Director are agreed to by the owner/applicant, and c. The proposed work will not diminish, eliminate or adversely affect the significant historic and/or architectural character of the subject property or historic district in which it is located. In preliminary conversations that you and I had about this project, I indicated to you a concern that a round window was not an appropriate alteration to a building whose significance lies in its character as a simple, secondary structure. Accent windows like the one proposed, particularly when the intention was to use stained glass, are rarely found in town even on high style 19th century homes. Amending the plan to use clear glass in the window does alleviate some issues, but we as a staff have determined that there are areas of the "City of Aspen Historic Preservation Design Guidelines" that are still not met. They are: 3.2 Preserve the position, number and arrangement of historic windows in a building wall. o Enclosing a historic window opening in a key character-defining facade is inappropriate, as is adding a new window opening. This is especially important on primary facades where the historic ratio of solid-to-void is a character-defining feature. Greater flexibility in installing new windows may be considered on rear walls. Do not reduce an original opening to accommodate a smaller window or door or increase it to receive a larger window on primary facades. C 0 6.5 Do not guess at "historic" designs for replacement parts. o Where "scars" on the exterior suggest that architectural features existed, but there is no other physical or photographic evidence, then new features may be designed that are similar in character to related buildings. o Using overly ornate materials on a building for which there is no documentation is inappropriate. o It is acceptable to use salvaged materials from other buildings only if they are similar in style and detailing to other features on the building where they are to be installed. 8.1 If an existing secondary structure is historically significant then it must be preserved. o When treating a historic secondary building, respect its character-defining features. These include its primary and roof materials, roof form, windows, doors and architectural details. o If a secondary structure is not historically significant, then its preservation is optional. In researching historic maps of the site, attached for your reference, it is clear that this is a historic building that was constructed in the 19th century. The "1893 Bird's Eye View of Aspen," which I have found to be a fairly accurate drawing, indicates a small window in the gable end o f the building that is affected by this project. Based on this information, and on the design guidelines listed above, which require the proposed window to be consistent with the simple design of this outbuilding and to respect the absence of decorative elements on it historically, we are willing to issue a "Certificate of No Negative Effect" only on the condition that the new window be in character with those used on the rest of the building, meaning that it should be rectangular in shape. A new drawing must be submitted showing this revision before the approval can be finalized. The window should occupy an area no bigger than the opening that exists now (and ideally would be somewhat smaller) and should be a double hung window, vertically oriented, with the proportions of those found on the rest o f the house. The DeWolf' s do have the option of filing an application for a "Minor Review" of this project, which would then be heard by the Aspen Historic Preservation Commission. HPC would also use the design guidelines to make their decision. Attachments include: 1. Land Use Application. 2. Property Deed. 3. Payment to the City of Aspen. 4. Artist's rendering of the proposed project. 5. Vicinity Map In earlier meetings with Amy Guthrie, the requirements for site improvement survey and dimensional requirement form were waived. We presume this to still be the case, therefore, we have not included them in this application. The applicant is requesting to replace easement and fixed trapezoidal windows in the guesthouse located at the rear ofthe property. The windows face west toward Bleeker Street. The replacement will be a single light, clear insulated glass round geometric window. The current window configuration was placed in the structure during a reconstruction that occurred during the early 1970s. An artist's rendering ofthe proposed work before and after is provided in Attachment 4. All trim, siding, and paint details will be matched to the existing on the structure. It is the applicant's opinion that the scope of work will have "no adverse effect on the physical appearance or character-defining features o f this property". The windows that are being replaced represent no historical significance to the structure since they were placed in the structure in the 1970s. The new single round window will simpli fy the outward facade of the building. It is our understanding that this application will be forwarded to the Community Development Director who is responsible for the final disposition o f this request.
