MINUTES OF AUGUST 8. 2007
Vice-chairperson Michael Hoffman called the meeting to order at 5:00 p.m.
Commissioners in attendance: Alison Agley, Brian McNellis and Sarah
Broughton. Jeffrey Halferty was excused.

Public Comments
Mike Maple stated that from the July 11 th minutes HPC was disturbed about
the way that Ordinance #30 was brought into place. It is entirely appropriate
that HPC be involved in the review and re-crafting of the ordinance. Mike
said he would hope that HPC would review the ordinance and be prepared to
engage city council and the public in the discussions. HPC should be aware
of the benefits and burdens of this ordinance. A worksession has been
scheduled.
Michael suggested HPC discuss with staff the issues at hand at the end of the
meeting and possibly HPC can identify sections of the ordinance that can be
improved.

MOTION: Sarah moved to continue the public hearing and minor
development for 408 E. Cooper until Sept. 12, 2007; second by Alison. All
in favor, motion carried 4-0.
HOLDEN MAROLT - MINOR DEVELOPMENT
Amy said at the last meeting HPC felt that one shed needed a design change
but the historic society would like to talk about a different approach. The
museum board of directors is looking for parameters or ideas ifthe museum
should go under a different guideline or should we alter our existing
guidelines.

Georgia Hanson, Executive Director of The Aspen Historical Society
relayed that issues will continue to come up with the Marolt Barn site again
and again. Georgia suggested that the board partner with HPC to make
decisions that do not require going through the entire process that is
presently required. The Society is going to bring on a planner for the Lift
One site and they could probably contribute a lot. The options might be an
overlay, a different zone or some other regulation. We have resources that
will be allocated to coming up with a solution or idea.
Heather Henry, board member said they invision this to be a bit of a learning
experience and process to create whatever it is. At the end maybe
potentially not all of our sites would have the overlay. The ones having
living history might be more important. There might be other sites that
would meet the new criteria also. Part of this is about flexibility for us and
this is a process proposal and hopefully it will be a mutual learning
expenence.
Sarah clarified that the proposal is to come up with a more living approach
in an overlay fashion for different sites and that the sheds will be stained.
Heather said they would immediately stain the sheds and not make any other
changes such as the roofs until they go through the process. The society is
willing to take on that burden. We need to come up with a plan that will
make HPC feel protective.
Michael asked staff to research if other cities have any kind of arrangements.
Amy said we also have cemeteries that might fit into the proposed plan. We
should come up with a time frame of around six months and then have a
couple of worksessions.
Vice-chair Michael Hoffman opened the public hearing.
Helen Palmer said she supports the Aspen Historical Society and has a lot of
respect in the way they will handle this position.
Tom Egan said he works with the Aspen Historical Society and he is a
person that uses the trail regularly. As he was riding the other day he
personally found what is there now, the steam engine, created an interest that
wasn't there before.

Barbara Bush said she donated the saw mill with the shed cover. She feels it
IS gorgeous. Rather than do a metal frame they used the saw mill to build
the cover.
Vice-chair Michael Hoffman closed the public hearing.
Alison pointed out that the HPC does not have clear guidelines regarding
this and if we work jointly and come up with something more collaborative
we will have a better solution.
Brian said he is a huge fan of the historical society. The idea is something
that can be entertained. He was expecting a more physical solution tonight.
The real crux is that it was misplaced which disturbs the view of the
historical resource. There have been no complaints and staining the shed is
a good idea.
Sarah said staining the structure is a good idea and working on a process that
can be solidified is a good idea so we all have some direction.
Michael said he is in favor of deferring some kind of action on the shed
treatment. The idea of potentially a separate treatment for historic sites that
are entrusted to the Aspen Historical Society is a good idea and it bolsters
the city's confidence. Time lines should be established such as 90 days for
the initial read and six months for the final product.
Sara said the correction notice can be updated in the Building Dept. that is
on-going and that HPC has set a time table for the applicant to come back.
MOTION: Sarah moved to approve The Aspen Historical Society to stain
the two structures at the Holden Marolt property and to take the lead on
developing a living museum overlay guideline approach in collaboration wit
the HPC board for review in March 2008; motion second by Alison.
Amended Motion: Sarah amended her motion to state that Staff and HPC
will be the lead in the collaboration with the Historical Society to develop
guidelines for an overlay area to help with the historical society and the
whole approach of a living museum for a few in March 2008; second by
Alison. All in favor, motion carried 4-0.
