JOINT MEETING OF CITY AND COUNTY PLANNING & ZONING COMMISSIONS

Present Were: City- McEachern. Whitaker. Walls. Woodward. Pabst.
County- Stanton. Morse. Caudill. Benedict
William Coibin of Leo Dal,y Associates. Coibin presented a four phase
time and service graph. Mr. Brown would be their field representative.
four trips- five weeks for phase one; eight weeks for phase two; one
week for phase three; one week for phase four.
Base map now done is adequate for general area. except Aspen City. need
base map for City. especiall,y property ownership.
Correlate Wiener's material as far as possible. Coibin will attend early
meetings.
Brown will be here mid-June to mid-August for summer activities in phase
two. Update land use map. Several schematic plans may be developed.
Plan would be presented in final form as simple black and white report.
Cost of fee will be affected by the form of the report. three hundred
to five hundred copies. part of the agreed upon fee. Additional copies may
be had at the ~ time. Suggested base price. and separate price for
report.
Text and maps would be presented covering most of the items included in the
final phases. Coibin expects substantial revision of zoning ordinances
and zoning map.
New zoning ordinance would be inproper legal form for review by City and
County Attorneys for compliance with Colorado Laws.
Brown. a graduate of Penn State. worked in Pennsylvania. On Planning staff
in Great Falls MOntana with Yellowstone Park Concession. prepared capital
improvement programs; Associate Planner in Chula Vista. California; City
Planner and Landscape Architect; developed Los Alamos Zoning Ordinance,
served as planning representative on Sonoma Plan; worked on Benicia
Arsenal Plan.

Phase I. Organize. guide lines, policy. Correct base map, add property
lines. verify street rights-of-way, chart Building Permit
activity, Inventory of Public Facilities. Winter Traffic and
Parking survey, develop "study areas". Economic data,
interview locally.
March and April - five weeks. three meetings.
Phase II Land Use. Housing Inventory, Street Inventory, Summer Traffic
and parking. analize traffic and parking, Prepare Inventory Report,
Analize alternate schematic plans. check Capital Improvement material
June to August- eight weeks. four meetings
Phase III Present preliminary plan. review zoning. review subdivision
regulations.
October - 1 week. one meeting
Phase IV Present Comprehensive Plan. Conclude Capital Improvement Plan.

November - one week. one meeting
