JOINT MEETING OF CITY AND COUNTY PLANNING AND ZONING COMMISSIONS

Present Were:
City - Jack Walls, King Woodward, Richard Lai, Henry
Thurston, Dorothy Hoffman, Mayor Pabst, Werner Kuster,
John Kerrigan, Francis Whitaker.
County: Benedict, Caudill, Morse, Stanton
Visitors: Hennig, Huddleston, Dunaway.
Mr. Sam Huddleston presented his printed outline of General Scope of
Planning Services. He stressed the necessity for an economic development
program that would keep ihlanning correct with possible economic changes-
a program not included in Mr. Weiner's Contract. However, it was
questioned whether this program could be afforded by the Commissions at
this time. Mr. Huddleston recommemed that the best way to bring the maps
up to date is to re-do all mapping. There are 3500 acres to be photographed
at $3.50 per acre. No control points were placed on the original map, am
so these maps are virtua~ useless.
Pabst am Stanton questioned the necessity of hairing such close tolerences
for an overall map of the area. Also, thereis the question whether it can
be afforded. Mr. Huddleston said that a good map would make his work
better however am his costs less. However, with the objections to the
extra cost of $12,000.00 to $15,000.00: he will plan on no new mapping.
Mr. Huddleston asked the Commissions' hopes for the duration of the
contract. He would prefer two years, on the basis that a hurried job leaves
the public behirrl.
Mr. Huddleston would employ an architect to assist on Historical Buildings,
or work with the Historical Society here.
On a two-year period, Mr. Huddleston figured $39,000.00 for the work.

traffic engineer, economic study for $750.00. He will meet twice a month
with the joint Commissions. He will sem data ahead of the meetings for
review.
