JOINT MEETING OF THE ASPEN CITY AND PITKIN COUNTY PLANNING COMMISSIOW DECEMBER 12, 1964 CITY HALL, ASPEN, C6LORADO Present were City Planning Commission: Jack Walls, Francis Whitaker, King Woodward. Mayer Harold Pabst. Councilman William McEachern. Building Inspector Henry Thurston. and City Administrator John Kerrigan. County Planning Commission Edgar Stantor. Edward Morse. Meeting was called to order at 4:30 P.I1. by Chairman Jack Walls. Planning Director. William Coibion of Leo Daley and Jerry Brown. wre planners presenting; their plan. Brown would be the Resident Planner. Coibion presented an anaJ.;ysis of the elements of a comprehensive plan. including those parts completed by Weiner. Base maps need revision. All land use maps and studies need revision. Population composition is alright. projection. density and economic base would all have to be revised. Housing inventory is very limited and needs revision. Housing intensity and standards. and remedial action new elements to be done. Traffic circulation and projections - complete new study needed. Both winter and summer. On the basis of the above elements a schematic Lard Use Plan should be developed. Public Facilities needs revision am re-examnation to prepare a Public Facilities Plan. Recreation and Tourism needs revision. The comprehensive plan-to include Civic Design element. capital improvements plan for Aspen onJ.;ya Zoning and subdivision regulations. annexation. A strong emphasis was put on working with citizens ana local groups. Tl:ey will present a comprehensive time schedule for work to be performed. Slides were shown of previous work. They estimated that the wollk might take six month to eij;ht months. They would collect basic data: present to Commissions and get public reaction as the plan develops. Five basic trips would be necessary. They would attend 10 or 12 basic public meetings. 1. Basic organization - traffic - Brown for 2 or 3 weks _ Public facilities_ Bliilding activity - Policies. 2. April - Lard Use - Traffic and Parking- 3 meetings _ review policies._ Findings on population - Circulation and parking. 3. June or JuJ.;y Preliminary Plan - Lard Use Schematics _ Preliminary plan capital improvements - subdivision and zoning. Three meetings _ review of 'inventory_ preliminary plan - review of plan. 4. September - Two meetings - final report _ capital improvements _ final revision of zoning and subdivision. They will help on local meetings and problems, if accepted. Cost will be arrived at on working out a detailed scope of services. Possible Ohoice of Land Use Plans a. a balanced community d. light in industrial zone for example. They might be willing to proceed on essential parts in winter period _ Traffic courts, parking, recreational uses. etc. Motion was made and seconded that meeting be adjourned. Motion carried.
