ASPEN, COWRADO Present were County planning connnission: Benedict, Morse, Sam Caudill, and Edgar Stanton; City Planning Connnission Jack Walls, King Woodward, Francis ihitaker, Riohard Lai, am William McEachern. Also present were Councilman Stapleton, Mayor Pabst, Building Inspector Henry Thruston, City Administrator John Kerrigan. The meeting was called to order at 4:30 P.M. by Chairman Jack Walls. Sam Huddleston was introduced. Huddleston evaluated Weiner's material. The base map is six to eight years old-lacks roads and buildings of past few years. Aspen is an old city in transition, part is fixed, part can be planned to highte starrlards. Planner IllU.st advise on future growth, IllU.st reflect wishes of community and local planning connnission. Problems - Approach to Aspen - Similar to Laadville, economic studies irr:iicated similar plans for Aspen - Tourist - Historical _ Skiing. Iohlst balance historical and new development. He reoommends economic development as part of 701 program. Central area plans for traffic, parking, historical preservation, possible architectural control. Roger Hauser ( His assistant) spent the last 8 years on three comprehensive area plans. He has had experience in Ski areas, on Colorado Open Space Council, as a member of State Bar and is experienced in rural and recreational areas. Their firm is located in Denver. Specializes in small areas, several in Colorado, and park planning in Arizona. He says Colorado's population is due to double by year 2000. Proper regulations are essential for the growing seasonal home problem. Zoning and subdivision regulations are very important in implementing any plan. Esthetics in Aspen may be a basis for control due to its influence on economics. Mr. Hauser outlined the elements of a 701 Planning Program. 1. Basic Work 2. Plans for improvement- Larrl use; traffic ciroulatiDn; IllU.nicipal facilities. 3. Plan of Action - Zoning regulations; subdivision regulations arr:i capital improvement program; economic development program ( includ.es tourist, recreation , agriculture, mining) Slides of the leadville Plan were shown as well as other projects. Questions I Richard Lai asked about time spent on leadville Plan. ReP4r: They were represented at all regular and special meetings and public hearings plus a month or two in field work. Kerrigan asked about value of Wiener's work. Huddleston re-emphasized the base map being out of date. He said all reports would have to beechecked for accuracy. He explained that the Central Area Plan is extreme4r expensive and of doubtful value. Total value about 10%. Huddleston explained the relationship in planning urban renewal. re cost- He would submit a proposal of recommerr:iations, with a fee, go over this with local authorities and negotiate a contract.
